Greenland Man Allegedly Strangles, Assaults Concord Girlfriend

Police arrest Jason M. Brouillette on numerous charges including criminal threatening, criminal restraint after incident on Rumford Street.

CONCORD, NH - A Seacoast man with a history of domestic incidents and violence was arrested and held without bail after allegedly strangling and assaulting his girlfriend in February, according to arrest and court documents.

Jason M. Brouillette, 30, of Bayshore Drive in Greenland, was arrested on Feb. 21, 2016, and charged with second-degree assault, domestic violence-second-degree assault, and criminal restraint, all felonies, as well as simple assault, domestic violence-simple assault, criminal threatening, domestic violence-criminal threatening, and domestic violence-criminal restraint.

On the morning of Feb. 21, a woman came into the police station to report assaults, allegedly by her boyfriend of six months, that started the previous afternoon and ended about 30 minutes before she came to report the incidents.

She alleged that they were drinking and began speaking about their relationship and incidents in the past and after doing so, he allegedly “lost it” and “tackled her to the ground,” according to a court affidavit.

“(The victim) stated Brouillette was on top of her with his hands around her neck ‘choking’ her, telling her to ‘shut up,’” the officer reported. “(The victim) stated while she was being choked, she was having a hard time breathing and was beginning to see all black when Brouillette finally released her.”

During the course of the evening, she attempted to walk out of her apartment but each time she headed for the door, Brouillette allegedly knocked her to the ground and kept her from leaving. He also reportedly took her cellphone away. Brouillette also allegedly struck her in the face with an elbow. The officer noted in the report that she had a black eye.

At around 11:45 p.m., Brouillette reportedly used her phone to call a relative and allegedly threatening her by saying, “Don’t say anything or I will kill you.” The victim stated that in the morning, she asked him to leave and he allegedly did, and she came in to speak to police.

The officer called Brouillette at home and he reportedly didn’t answer. The officer then called the relative – since the number was on the victim’s phone – and spoke with a woman who reportedly stated that Brouillette had arrived at her home that morning. The officer left a message for Brouillette with the relative.

The officer also spoke to the victim’s landlady who reportedly confirmed that Brouillette had reportedly arrived at 5:30 p.m., according to a court affidavit. The pair had “a history of arguing,” she told police, and she was “concerned about what was about to take place” so “she left the residence,” according to the affidavit.

Brouillette was out on parole after “multiple convictions for assault related offenses” and that he was currently out on probation for a domestic assault offense, according to a probation officer in Exeter, who added that he should be considered “dangerous.”

A warrant was issued for Brouillette to be arrested and Greenland Police picked him up on a probation violation. An exchanged was made with Concord Police in Raymond and he was arraigned the next day, according to the affidavit.

According to reports online, Brouillette was reportedly involved in a knife fight with his brother in 2007, allegedly threatened a person with a knife in Portsmouth in 2011, and was arrested for assault in 2014 in Portsmouth.
