At around 11:45 p.m. on Dec. 31, 2014, officers and a sergeant were sent to Cremin Street to investigate a tip that came in to the Concord Regional Crimeline about a possible underage drinking party, according to an arrest and numerous summons reports.
When they arrived, they found several vehicles in the driveway of the mobile home and heard numerous voices inside. As the reporting officer approached the front door, a male, later identified as Klampalikis, looked through the window blind at the police approaching the home.

“Once this happened, it sounded like a herd of stampeding cattle running toward the rear of the mobile home,” the officer reported.
Another officer reported that other people were looking out of windows, scurrying around, and shutting off lights.
After officers knocked on the door, Martin reportedly came out to speak with them. He allegedly smelled like alcohol and had glassy, bloodshot eyes with dilated pupils and was unsteady on his feet and slurring his speech. Martin reportedly stated there were about 10 people inside and at least three over the age of 21. He was also “very cooperative” during the process, according to police. Red Solo cups, beer cans, and hard liquor bottles were strewn around, according to the report, as well as various drinking game setups.
The reporting officer yelled down the hall for everyone to come out and about 20 to 25 people emerged.
A few minors that “appeared to be in distress from their alcohol consumption” were in a back room and a bathroom found to be vomiting and passed out, according to the report. Concord Fire and Rescue teams were called to examine some of the partygoers.
Police issued summonses to the attendees and assisted in getting rides for them while other officers questioned Martin about the marijuana smell in the home. He allegedly handed over two bags of marijuana to the police, several glass smoking devices, and a grinder, according to the report.
All are scheduled to be arraigned in court on Feb. 9.
