Complaint at Concord Public Library Leads to Arrest
Concord Police: Vincent Marcellino was allegedly screaming vulgarities and wouldn't stop yelling after incident in the lower level lounge.

CONCORD, NH - A local man was arrested recently after allegedly tussling with police at the Concord Public Library after a complaint was filed about inappropriate behavior in the lower level lounge.
Vincent Marcellino, 20, of Pitman Street in Concord, was arrested on Feb. 22, 2016, for disorderly conduct.

Police were sent to the basement of the library on Green Street at around 1:30 p.m. after receiving a complaint about a male subject in the lower level lounge “who was on his laptop (and) inappropriately touching himself,” according an arrest report.

Police investigated the complaint and then, after speaking with Marcellino, informed him that they would be seizing his laptop.
“Marcellino hugged the computer to his chest and told me I could not take it,” the officer alleged. “(We) had to pull the computer from Marcellino who was actively trying to retain control of it. We were eventually able to gain control of the laptop from Marcellino.”
After gaining control of the computer, Marcellino allegedly “began screaming vulgarities” at the officers.
“I told him to stop yelling,” the reporting officer alleged. “He continued to yell and swear.”
Marcellino was arrested for disorderly conduct, patted down and searched for weapons – in which a knife was allegedly located in his left front pants pocket – and then, transported to police headquarters. Library staff kept a number of children that were in the auditorium inside during the incident, according to the report.
Police later applied for a search warrant to view Marcellino’s computer.
Marcellino was released on $500 personal recognizance bail and had a court date on March 28.
