Lakes Region Felon, With 'Violent Tendencies,' Wanted On Probation Violation

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a Lakes Region felon with “violent tendencies” who is wanted on a probation violation.

Julie Leigh Riley is white, 42, about 5 feet, 9 inches tall, and weighs between 190 and 220 pounds. She has hazel eyes and brown or blonde hair. Riley, according to investigators, has several tattoos, including a tribal symbol on her back, a butterfly on her neck, and letters and birthdates on her left calf and right ankle.

“Riley has not provided a valid address since her release from jail,” investigators said in a fugitive report. “(But) is known to frequent the Belmont, Plymouth, and Campton areas.”

Officials said she was known to misuse substances and has a suspended driver’s license.

“Riley’s criminal history includes convictions for reckless conduct with a deadly weapon, criminal threatening, breach of bail, DUI, DV simple assault, violation of protective order, theft of services, hindering apprehension, bail jumping, possession of a controlled drug, and multiple probation violations,” the alert stated.

According to superior court records, Riley’s criminal history dates back more than four years when she was arrested on criminal threatening, reckless conduct, domestic violence, mischief, and conduct after a crash charges in Tilton.

In March 2021, she was arrested on theft charges in Franklin and two sets of drug and breach of bail charges in Gilford. Six months later, two of the Gilford charges were dropped.

In March 2022, she pleaded guilty to two misdemeanor charges connected to the Tilton case and received two 12-month suspended sentences. She also pleaded guilty to a misdemeanor theft of services charge out of Franklin and received another 12-month suspended sentence. In the Gilford case, she was sentenced to 12 months in jail and $434 in fines, both suspended. Later, she was accused of violating probation or parole.

In Belmont in April 2022, she was accused of drug possession again.

In July 2023, she was charged with a subsequent drug possession charge in Campton. She failed to appear at the arraignment but the charge was later dropped in September of that year.

On April 29, she pleaded guilty to violating probation from the 2021 Franklin case and received a six-month jail term with 86 days of credit for time served.

In May, she pleaded guilty to the Belmont drug charge and received a one-to-three-year sentence and a $434 fine, both suspended for two years. Riley also pleaded guilty to the probation violation from the Gilford case and received a 12-month jail sentence with 109 days served.

On Oct. 1, Riley was accused of violating probation again and a warrant was issued for her arrest.
