LOG: Florida Man Charged with 3 DWIs After Crash Near Tandy’s
The Concord Police Department supplied the following information. It does not indicate a conviction.
John A. Velez-Ramos, 24, of Pittsfield, was arrested at 10:35 a.m. on April 3, on two simple assault charges from March 30, on Perley Street, against a local woman. Velez-Ramos turned himself in to police and is due in court on May 12.
Nickolas Steven Messier, 30, of Allenstown, was arrested at 2:12 p.m. on April 3, on two felony theft by unauthorized taking charges from the Target on D’Amante Drive on March 4, and March 12. The charges involve a stolen Samsung Galaxy Tab 3 and an S III cellphone valued at about $650. A detective and officer were sent to Belchertown District Court in Massachusetts to take custody of Messier on the charges. The charges were elevated to felonies due to two previous misdemeanor convictions. Messier was held without bail.
April Gardner, 25, of Concord, was arrested at 4:30 p.m. on April 3, on a default or breach of bail conditions charge. An officer was sent to pre-trial services to charge Gardner allegedly had more violations, specifically, allegations that she tested positive for heroin and cocaine use in violation of her pre-trial conditions. She was held without bail.

Ernest Jones, 38, of Manchester, was arrested at 1:05 a.m. on April 5, and charged with driving after revocation or suspension, suspended registration (operating-misd), and a bench warrant. An officer on Loudon Road and East Side Drive ran a check on a Mercedes that drove by and found that the owner, Jones, had an active warrant out of Franklin District Court for nonpayment of fines on a DWI charge. He was pulled over on Canterbury Road and arrested. Jones is due in court on May 19.
Andrew Vincent Cangiolosi, 32, of Tallahassee, FL, was arrested at 1:40 a.m. on April 5, and charged with driving while intoxicated, driving while intoxicated second offense, aggravated driving while intoxicated. An officer was sent to an animal call at Tandy’s Top Shelf in Eagle Square and while coming up Dubois Street from Storrs Street, reportedly saw a pickup truck strike a small silver vehicle. The pickup truck then pulled forward, backed up, and struck the car a second time. The pickup truck began to pull forward again and the officer activated the cruiser’s emergency lights and stopped the driver, Cangiolosi. “I immediately could smell a strong odor of an alcoholic beverage,” the officer alleged. “During this conversation, I observed Cangiolosi to have glassy, bloodshot eyes. His speech was slow and he was slurring his words.” Cangiolosi agreed to field sobriety tests and was arrested. According to police, he was convicted of DWI in April 2010 in Florida, so the second offense charge was added. He had a court date on April 21.

Banuprakash Gedadaus Baskaran, 33, of Concord, was arrested at 3:09 a.m. on April 6, on two counts of driving while intoxicated. An officer reported that a Chrysler Sebring traveling on North State Street near Centre “appeared to run the red light at the intersection.” The officer was a bit away but caught up with the vehicle and reported that the car made an illegal turn onto Pearl Street going the wrong direction on a one-way street. The vehicle was pulled over. Baskaran, according to the officer, allegedly smelled like alcohol, his eyes appeared to be red and glassy, and he appeared nervous. He agreed to a field sobriety test and was later arrested. He had a court date on April 21.
Gina S. Summa, 45, of Concord, was arrested at 2:15 p.m. on April 6, and charged with criminal trespass and default or breach of bail conditions. While on Fort Eddy Road, an officer reported seeing Summa holding a sign in the Fort Eddy Plaza, where she has a no trespass order. As the officer approached her, she allegedly packed up her sign and backpack and attempted to walk away. When asked what she was doing, she allegedly stated “nothing” and later, that she was just heading home. Summa alleged also begged not to be arrested, according to the report. Previously, Summa was out on bail from a March arrest and was ordered to stay off the property on Feb. 3. She was arrested and is due in court on May 19.
Shelby E. Weston, 48, a homeless man now located in Concord, received a summons at 7:50 p.m. on April 6, on a criminal trespass charge. Also receiving a summons was Janet Smith on a criminal trespass charge. According to an officer, both were allegedly on the New Hampshire Department of Transportation grounds after previously being told not to be (Weston in July; Smith in August). They were both released on a small summons and are due in court on May 19.
Adeana Silfies, 43, of Loudon, at 10:15 p.m. on April 6, on a simple assault charge. An officer was called to Midland Street for a domestic. The officer spoke with Silfies who alleged that her husband had punched her in the face and left. She reportedly told the officer she didn’t know where he went. The fight was about putting the kids to bed on time, according to the report. They continued to argue and she alleged that he threw several punches at her and demonstrated to the officer the way the punches were delivered, with closed fists. “I did not notice any red marks or swelling,” the officer reported about Silfies' face. The officer was able to get the husband on the phone, who agreed to meet the officer on West Street. The husband alleged that Silfies “lunged at him and scratched his face.” The officer reported seeing a three-inch scratch on the right side of his face “that was clearly fresh.” He denied punching his wife. Once the husband knew that Silfies would be arrested, he refused to speak about the incident and refused to allow the officer to take a picture of the injury. Silfies was arrested and is due in court on May 12.
Christopher Michael Jordan, 46, of Concord, was arrested at 1:46 p.m. on April 7, on a warrant. While near the railroad tracks behind Granite Group, an officer came across Jordan, who was reportedly picking up cans along the tracks. A check yielded a warrant from the Merrimack County Sheriff’s Office. Jordan was later handed over to a deputy.
Nyabunguye Tembasi, 21, of Concord, received a summons at 10 a.m. on April 8, on a criminal trespass charge from Jan. 21, at the Concord Public Library on Green Street. He was charged at Concord District Court and is due back in court on May 19.
Julio E. Cabassa, 21, of Concord, was arrested at 2:05 p.m. on April 9, on a felony change of registration information; duty to inform (sex offender registry) charge from March 10. He refused bail and was arraigned on April 10.
