After arriving at the scene, the reporting officer observed two people in the water south of the boat ramp, making their way towards the ramp.

When they got out of the water, the man matched the description of the man who had jumped off the bridge. He was later identified as Avery. The other person in the water was a woman.

Two officers went to the boat ramp to speak to Avery and the woman.

“Both were having a hard time walking and were slow to respond to my requests,” the officer wrote in her report.

The woman stated that she had been with her friends on the dock when they allegedly saw Avery jump from the bridge. She claimed that he was trying to kill himself. The woman and a friend then reportedly jumped into the water to help him.

The officer spoke to another witness, another woman, who stated that she was traveling west on Loudon Road and as she approached the bridge, she saw Avery standing on the opposite side of the railing. She alleged that he later jumped off the bridge into the water.

At first, Avery allegedly denied jumping off the bridge, according to the officer’s report. Later though, he stated that he just wanted to go for a swim. The officer noted that Avery was having difficulty communicating with her.

“Avery was clearly intoxicated,” the officer wrote, adding that his speech was slurred and “he had difficulty standing, answering questions, and following directions.”

Another officer approached Avery, reportedly carrying his shoes, which were allegedly left on the bridge. Avery reportedly asked the officer why he would take his shoes off if he were going to commit suicide.

Arguments ensued at the scene and Avery became belligerent and was taken into custody by police and charged with disorderly conduct.
