Man Allegedly Threatens Father and Daughter with Knives

Concord Police: Joshua Waters of Boscawen was arrested on numerous charges after an incident at an apartment building on Old Suncook Road.

CONCORD, NH — A local man was arrested last month after allegedly assaulting and threatening a woman in Concord while also reportedly violating a restraining order, according to a court affidavit. Joshua A. Waters, 24, of Robin Street in Boscawen, was arrested at 9:46 p.m. on July 6, 2016, on two felony counts of criminal threatening, domestic violence-violation of a protective order, and two simple assault counts.

Officers were sent to an apartment building on Old Suncook Road for a report of a disturbance or fight in the hallway of the building. Dispatch informed the officers that there were unknown weapons involved in the incident, according to a court affidavit. When they arrived, residents at the scene stated that a perp had a knife, another person may have had a handgun, and there was a woman who was assaulted, according to the report. The officers went to one of the apartments and spoke to a man who reportedly refused to identify himself but had several cuts on his face while positioned next to two knives that were on a table.

The officers spoke to the man who eventually gave his name and reportedly stated that a fight broke out in the hallway. He then pointed to Waters, who was reportedly sitting on a couch, and stated, “He needs to go. You need to get him out of here.”

The man then picked up a paper packet which contained restraining order information and dropped it next to Waters.

“That’s Josh,” he allegedly stated. “He has a restraining order and he’s not supposed to be here.”

The officers eyed the restraining order paperwork, issued by the Newington Police Department, and realized that the woman that it was issued for was in another part of the building. A sergeant spoke to the woman and she reportedly stated that she didn’t know that Waters was in the building. After speaking with the woman, Waters was arrested on the violation charge.

Officers then spoke to another woman who was allegedly assaulted. She stated that as she was leaving the building through a rear door, she allegedly saw Waters duck behind a staircase inside the building with sunglasses on and warned her father, who she was waiting for. A first, she didn’t recognize him, but later, realized it was Waters and warned her father that there was a man hiding behind the stairwell, according to a court affidavit.

Waters then appeared and allegedly said to her, “That’s alright. I’ll find you.”

The man’s father told Waters not to threaten his daughter and then Waters allegedly grabbed the woman by the arms and attacked her, according to the report. The father attempted to protect her and fought with Waters, according to the report. The fight reportedly continued into the building and then the first apartment where, “Waters got on top of her father and punched him repeatedly in the face,” according to the affidavit.

The woman then grabbed a broom handle and struck Waters in an attempt to get him to release her father and then he allegedly turned on her, and “punched her and threw her around the room,” according to the affidavit.

Waters then allegedly grabbed two knives and tried to jump at her and her father with the knives. The man in the apartment intervened by pulling a chair between everyone involved, according to the report.

After speaking with more witnesses, more charges were issued against Waters and he was held and arraigned the next day, according to the affidavit.
