According to state police, troopers received a report of a gray Chrysler driving northbound on I-93 in an erratic manner.

A witness alleged that it was driving in the breakdown lane then swerving left and right, and then back into the breakdown lane. A trooper pulled off to the side of the Interstate near Mile Marker 52 in Canterbury and waited for the vehicle to approach while dispatch remained on the line with the witness. The trooper moved his cruiser from the breakdown lane to the grass in order to keep from being hit by the vehicle, which was traveling in the breakdown lane, according to the report.

The trooper pulled behind the vehicle and observed similar erratic issues that were reported by the witness and pulled the vehicle over.

“Arsenault exhibited multiple signs of impairment,” according to Sgt. William Graham. “Troopers suspected the impairment was as result of drug use.”

Another trooper who was a nationally certified drug recognition expert specially trained in the detection of drug impaired drivers was called to the scene and alleged that Arsenault was impaired due to drug use, according to the report, and he was arrested.

Arsenault is due to appear in Franklin District Court on Sept. 22.
