New Hampshire Felon Wanted On Robbery, Failure To Appear Charges

CONCORD, NH — The District of New Hampshire-New Hampshire Joint Fugitive Task Force is searching for a man wanted on three warrants with more than a decade of criminal incidents and convictions under his belt.

Donald Scott Fraize Jr. is 32, about 5 feet, 10 inches tall, and weighs 175 lbs. He has hazel eyes and brown hair. Fraize has a number of tattoos including "Hear No Evil, Speak No Evil, Peace" on his right arm; a rat in a noose on his left leg; "Winning" on his chest; and one on his neck, too, according to Jeffrey White, a deputy marshal.

"Fraize is wanted on two outstanding warrants including a Rockingham County warrant for failing to appear on narcotics and assault charges, as well as a Manchester Police Department warrant for robbery," White said. "Fraize's last known address was in Londonderry, NH, but he also has extensive ties throughout southern New Hampshire and northern Massachusetts."

The warrants against Fraize were issued on Feb. 27.

Marshals have issued "escape risk," "violent tendencies," and "known to abuse drugs" warnings on Fraize due to his extensive past criminal history.

According to superior court documents, Fraize's first major criminal incident was a receiving stolen property charge in Salem in July 2009 when he was 22 — although there are misdemeanors dating back to when he was a teenager. A couple of months later, he was charged with burglary and theft by unauthorized taking in Londonderry and criminal trespass in Derry. The trespass charge was dropped but Fraize pleaded guilty to the other charges a year later.

After serving prison time, Fraize was arrested on drug possession and two receiving stolen property charges, all felonies, as well as a false report to law enforcement charge in April 2014 in Salem. In April 2015, he was arrested by Rockingham County Sheriffs on judge's orders for failure to appear on a heroin possession charge as well as the other charges. Sixteen months later, he pleaded guilty to the drug charge and one of the property charges.

In July 2015, Fraize was arrested on a felony receiving stolen property charge in Manchester but the charge was nolle prossed four months later.

In April 2019, he was arrested on a felony receiving stolen property charge in Plaistow as well as attempted theft by deception and theft by unauthorized taking charges in Manchester. A month later, he was arrested on felony drug possession and driving under the influence charges in Manchester. That same month, he was charged with felony controlled drug acts prohibited in Salem and a felony theft by unauthorized taking charge in Manchester. In June of last year, he was arrested again on a theft by unauthorized taking charge in Manchester.

All of those cases are still active, according to court documents.

In September 2019, he was arrested by Rockingham County Sheriffs again on a judge's order for failure to appear at the possession of heroin charge, failure to appear on a receiving stolen property charge, and a bench warrant out of Derry on a theft charge. In December of last year, Fraize was arrested in Londonderry on a criminal trespass charge and a bench warrant.

In January, Fraize was arrested on criminal mischief and false imprisonment charges in Londonderry. In February, Fraize was arrested twice in Londonderry — first, on a bench warrant, and again a couple of weeks later, on two domestic violence-simple assault and drug possession charges.

A week later, Manchester police charged him with robbery and criminal restraint and he was accused of holding a woman against her will in a vehicle and assaulting her. The woman was able to escape while in the parking lot of the Walmart on Gold street — with her accusing Fraize of taking off in her car. After a be-on-the-lookout call was issued statewide, Salem police reported spotting the vehicle in their community and a chase ensued between Salem and police in Massachusetts on Interstate 93, according to a news release. State police in the Bay State were able to stop the vehicle with a tire deflation device and arrested Fraize, a news statement said.
