New York Man Arrested After State Police Chase On I-89 North

Kenneth Michael Moulin faces numerous charges after being accused of driving from Warner to Lebanon at up to 95 mph before crashing.

CONCORD, NH — New Hampshire State Police were busy on Tuesday night attempting to stop an accused drunk driver from New York as he drove his SUV along I-89 North at high speeds before crashing and attempting to elude troopers. At around 9:30 p.m., state police received a call from a concerned motorist who reported a vehicle on Poverty Plains in Warner operating hazardously. The caller stated that the vehicle – a Nissan Armada – was stopped in the middle of the road and then, took off, driving in "an unsafe manner," according to Sgt. Daniel Baldassarre of Troop D.

The caller followed the Nissan from Route 127 to Route 103 in Warner before the vehicle drove onto I-89 North at Exit 9.

"The vehicle continued northbound in an erratic manner, while the reporting party continued to follow while updating NH State Police dispatchers," Baldassarre stated.

State troopers caught up with the vehicle at Exit 11 and the first trooper stated that the Nissan did not have its taillights illuminated and was driving across the dotted white line and into the breakdown lane.

"(A) trooper then activated his emergency lights and siren, however the vehicle refused to stop and continued northbound driving from the breakdown lane back across through the solid yellow line," said Baldassarre. "The pursuit continued north into Enfield, at which point another trooper successfully deployed stop sticks on the vehicle."

But the vehicle allegedly continued to drive at speeds of more than 95 mph with blown out tires, spreading tire debris everywhere. After driving into Lebanon, the Nissan reportedly drifted into the shoulder and crashed into a ditch.

"The force of the crash pushed the vehicle back into the breakdown lane, at which point the vehicle initially appeared to stop, and subsequently attempted to take back off before stopping several hundred yards away," Baldassarre noted.

Kenneth Michael Moulin, 53, of Williamsville, NY, was arrested and charged on July 8, 2019, with aggravated driving under the influence, disobeying an officer, reckless driving, conduct after an accident, and an open container violation. He was held in protective custody at the Merrimack County House of Corrections due to his alleged intoxication. Moulin has an arraignment date in Newport District Court scheduled for Aug. 13.
