Pair Arrested After Allegedly Stealing From Target Stores

Affidavit: Robert Tolstuk of Hooksett and Jennifer Quinn of Manchester allegedly hit stores in Bedford, Concord, Hooksett, and Somersworth.

CONCORD, NH — Concord Police arrested two people that investigators believe were involved in a number of theft incidents at Target stores last summer, according to an arrest report and court affidavit. Robert A. Tolstuk, 41, of Arah Road in Hooksett, was arrested at 6:30 a.m. on Feb. 4, 2018, on five counts of theft by unauthorized taking or transfer and two counts of criminal liability for the conduct of another. Jennifer E. Quinn, 34, of Notre Dame Avenue in Manchester, was arrested at 4:30 p.m. on Feb. 4, 2018, for criminal liability for the conduct of another. On Sept. 7, 2017, an officer was sent to Target on D’Amante Drive for a report of a theft caught on video.

The officer spoke with a loss prevention employee who alleged that a man and woman had been coming into the store and cutting security wires on electronic devices and then, leaving the store without paying for the items. The alleged thefts occurred on June 30, July 27, Aug. 10, Aug. 31, and Sept. 3, 2017. The value of the items – including an Amazon Echo, in one incident – was more than $4,700.

The loss prevention employee also alleged that the couple had hit Target stores in Bedford, Hooksett, and Somersworth as well as Concord, according to an affidavit.

The officer eyed the video and she reported that a man was allegedly seen cutting the security measure and concealing the item in the woman’s purse.

Later, according to the investigation, the man was reportedly identified by his probation officer as Tolstuck. The woman was identified as Quinn via her license and Facebook site, according to the affidavit.
