Pair Arrested for Drugs After DWI Traffic Stop
Concord Police: Elizabeth Bline was driving drunk, clipped a parked car on North State; Christopher Babbin was in possession of heroin.

An early morning traffic stop two weeks ago resulted in a number of charges for a Concord woman and her passenger from Manchester, according to police.
Elizabeth P. Bline, 22, of Peterson Circle in Concord, was arrested at 1:40 a.m. on May 16, 2015, and charged with driving while intoxicated and possession of drugs. Also arrested was Christopher C. Babbin, 23, of Lowell Street in Manchester, who was charged with felony possession of controlled drugs and a bench warrant.
According to report, at around 1:20 a.m. an officer was traveling north on North State Street when he saw a Honda Accord “slowly drifting back and forth within its travel lane.”

As it crossed Maple Street, it crossed over the solid double yellow line and drifted back into the lane. After drifting in and out of the lane at Court Street, the officer activated the cruiser’s emergency lights but the vehicle reportedly didn’t stop until Pearl Street.
“When doing so, the vehicle’s passenger side mirror clipped the driver’s side mirror of the only other car parked along the road, causing damage to both vehicles,” the officer alleged.

When the officer approached the car, he allegedly smelled marijuana coming from the car. The officer spoke with the driver, Bline, who reportedly didn’t realize she was so close to the car until she struck it, according to the report. The officer alleged that she smelled like alcohol and requested her to perform a field sobriety test. After the test, she was arrested.
After Bline was taken into custody, a check was performed on Babbin and he had an active warrant out of Conway District Court for transportation of drugs and driving with a suspended license and he was arrested.
“After Christopher was removed from the car, I observed a hypodermic needle sticking out of the seat cushion where he was sitting,” the officer alleged. “At that time, I returned to my cruiser and asked Elizabeth if I still had her consent to search the vehicle which she stated, ‘Yes.’”
The officer allegedly found another hypodermic needle, a Q-tip, a metal cup with burn marks, and a plastic bag containing a rock that looked like heroin. A field test confirmed the presence of opiates, according to the report.
Both Bline and Babbin are due in court on June 22.
