Pembroke Man Charged With Second DWI At Midnight Merriment Event

CONCORD, NH — A man accused of nearly driving into pedestrians at a Downtown Concord event on Friday faces multiple charges and has a number of active and prior criminal cases.

Ross Conrad Lavoie, 34, of Pembroke was arrested on Friday and charged with driving while intoxicated, negligent driving, conduct after an accident, driving on a sidewalk, front lights; failure to turn on lights when required, and driving against a designated direction.

Around 6:15 p.m., while revelers were attending Intown Concord’s Midnight Merriment celebration, a man began driving a white Ford Taurus SUV the wrong way on School Street.

The SUV struck a curb, popped a tire, and swerved while turning north on North Main Street with Lavoie missing both pedestrians in the School Street crosswalk and walking near barricades.

Lavoie continued driving north on North Main Street and refused to stop for a police sergeant who heard the popped tire and began to investigate. The SUV also did not have its lights on and turned east onto Loudon Road.

Later, as witnesses and a police sergeant attempted to find where the vehicle went, it reappeared with the Lavoie continuing to drive the vehicle with a right front flat tire. The sergeant radioed for backup while Lavoie pulled into the Cumberland Farms on North Main Street. He was questioned, given a field sobriety test, and then arrested.

According to court records, Lavoie has a number of prior criminal incidents dating back more than 11 years.

Back in June 2010, he was accused of drunken driving and acts prohibited; controlled drug act after an arrest by New Hampshire State Police. He pleaded guilty to the charges in September 2010, was fined $44,000, and lost his license for 90 days. Lavoie also attended a community alcohol info program.

Boscawen police arrested Lavoie on criminal mischief and resisting arrest or detention charges on Christmas Eve 2019. In February 2020, he agreed to a guilty plea on the resisting charge and the mischief charge was nolle prossed. Lavoie was fined $75 and agreed to behave for a year.

Boscawen police served him with a criminal bail protective order on May 19. The next day, police accused him of four stalking and four breach of bail charges and issued an arrest warrant against him on May 26. He was arrested by Candia police on May 27 and was arraigned via video on May 28. Another protective order was also issued. On July 13, July 16, and Aug. 18, Lavoie was accused of being in non-compliance with his bail due to his urine testing positive for drugs. He was also accused of non-compliance when checking in with the county on Aug. 18, Aug. 27, and Sept. 3, and another failed urine test on Sept. 16. He was scheduled for a Case Status Hearing on Nov. 3.

On July 6, he was arrested in Bow on a breach of bail charge and held on $1,000 cash bail. That case is still active and he is due back in Concord District Court for a trial management conference on March 8, 2022.

A couple of weeks later, he was charged by Boscawen police on simple assault and domestic violence-simple assault charges. Lavoie pleaded not guilty when he was arraigned in Franklin District Court on Aug. 23. Later, on Oct. 14, a notice from the court was returned and unable to be forwarded. He was scheduled for a Case Status Hearing on Nov. 3.

Lavoie also has various motor vehicle infractions and cases from around the dating back to 2005, according to court records.
