Sexual Assaulter Accused Of Peeping In South End Windows In Concord

CONCORD, NH — A convicted sexual assaulter and burglar, with past arrests for prowling and sex offender registration in Concord, was arrested on Friday, accused of peeping into the windows of a South End home.

Joseph Robert Lecouffe Jr., 56, of Concord was arrested after police were requested to a West End home on July 28 to investigate a man who was seen peeking in windows.

“During the investigation, it was learned that the same male was seen peeping into the same residence on multiple occasions,” Deputy Chief John Thomas of the Concord Police Department said. “Investigators obtained video surveillance which captured the male suspect on the West Street property on numerous instances.”

Detectives later identified the suspect as Lecouffe, and he was arrested on Friday on stalking-place an individual in fear and violation of privacy-sexual gratification charges. He was arraigned in Concord District Court on Monday and was held at the Merrimack County Jail on preventive detention.

Thomas said the department would continue investigating the incident and asked anyone with information about Lecouffe to contact Det. Steven Carter of the criminal investigations division at 603-225-8600.

Lecouffe, according to superior court records, was convicted by a jury on aggravated felonious sexual assault and burglary charges in July 1993 after an incident in December 1990 in Grafton County. He requested sentence modifications in June 2004, which was denied, and in June 2005, which was accepted. He was arrested on a prowling charge in Concord in June 2013 and a sex offender registration charge in January, according to posts on Patch.
