Judkins was an inmate at the Hampshire House, a halfway house in Manchester, when he allegedly failed to return to the facility on Monday night. He was in the process of serving a three-plus year sentence for an assault that occurred while he was in federal prison after being convicted of bank robbery in 1999.

“On Tuesday, the U.S. Marshals requested the public’s assistance in tracking down Judkins,” White said. “This plea was answered by countless members of the public that called, texted, and e-mailed tips that placed Judkins in states from New Hampshire to California and everywhere in between."

Each tip was evaluated and information was developed that Judkins was in Pennsylvania. Marshals in New Hampshire forwarded this information to their counterparts in the Williamsport, PA, office.

“After an all-day search by deputy U.S. Marshals, the Lycoming County Sheriff’s Office, Pennsylvania State Police and Clinton County Probation Officers, Judkins was located and arrested without incident (on Black Walnut Street),” White stated.

Another fugitive – Quintin Titus, 22, who was wanted on a probation violation stemming from a theft incident – was also captured at the scene. They are being held Williamsport, PA.

“This dangerous fugitive was quickly arrested due in part to the large number of tips that came into our office, combined with the tireless work of the investigators in both New Hampshire and Pennsylvania,” U.S. Marshal David L. Cargill Jr. offered in a press statement. “Thank you to everyone that had a part in this investigation, without your help, this quick arrest would not have been possible.”
