The officer stopped and made contact with Heatley, Smith, and two 16-year-olds and ran their names through dispatch.

Smith – according to the report – was warned to not skateboard at the Durgin Block Parking Garage in August 2015; Heatley was warned four times between July 2013 and July 2014 after allegedly being caught skateboarding in the garage as well as North State Street. He was cited in September 2013, according to the report.

One of the 16-year-olds had no warnings and the second teen had been warned four times between June 2012 and May 2015 after allegedly being caught in the garage, Marshalls parking lot, on North Main Street, and the Fire House Block Garage, according to police.

Heatley and Smith had their skateboards seized, were given citations, and are due in court on March 28, according to the reports. The two boys were taken into protective custody and were later picked up by their parents.
