CRIME LOG: Clerk with Heroin Habit Allegedly Takes Cash from Store
Plus, Loudon man charged with burglary; skateboarders nabbed; another teen charged in city councilor's daughter's alcohol party incident.

Steven A. Freeman, 27, a homeless man now located in Concord, was arrested at 12:43 a.m. on July 12, on two counts of theft and a default or breach of bail conditions charge from June 19, at Capitol Beverages on South Main Street. An officer on patrol on North Main Street was approached by the clerk of the Cumberland Farms requesting that the officer speak to three individuals loitering in front of the store. The officer asked the three to move along and they agreed. One, however, Freeman, had active warrants and was placed under arrest. He refused bail and was arraigned on July 12. According to a court affidavit, the owner of Capitol Beverages called police on June 21, alleging that Freeman, a new employee at the store, was allegedly deleting cash sales from the computer and pocketing the money. On one transaction on June 19, according to video surveillance, a customer purchased an 18-pack of Coors, a 6-pack of beer, snacks, and candy, about $25 worth of items, but Freeman allegedly only rang in $1.89. “(The owner) stated Freeman must have deleted the transaction and also took the money at a later date in order to outsmart us and the cameras,” the officer wrote. The reporting officer with that case spoke to Freeman who allegedly admitted to stealing the money on the three nights he worked at the store and admitted to having a drug habit and using heroin, according to the report. “Freeman stated he planned to borrow the money and pay it back when he received his paycheck,” the officer reported. “Freeman also admitted to stealing beer, four packs of cigarettes, and a few pipes.” Freeman was out on pre-trail services from March, so a breach charge was added to the theft charges and a warrant was issued on July 9.
Kyle Heatley, 17, of Edward Drive in Concord, and Charles Monroe, 20, of Devinne Drive, received summonses at 12:50 a.m. on July 12, for skateboarding in a prohibited area (School and North State streets). Heatley was previously summoned in September 2013. They had court dates on Aug. 11.
John Michel Rossignol, 23, of Route 106 in Loudon, was arrested at 3:40 a.m. on July 12, on four felony attempt to commit burglary charges at the Advance Auto Parts store on Loudon Road on May 24, May 27, May 31, and June 4. He turned himself in to police and was arraigned on Aug. 18.

Ashton Everett Garland, 23, of Pleasant Street in Concord, was arrested at 8:15 a.m. on July 12, and charged with two counts of disorderly conduct and criminal threatening, and single counts of attempt to commit and criminal mischief. An officer was sent to Zoe & Co on North Main Street for a report of a man threatening employees as he walked by. One of the witnesses stated, according to a court affidavit, that a man, later identified as Garland, “confronted him and came at him in an aggressive manner” while walking on North Main Street. “Garland told (the man) that if he looked at him again he would break a metal chair over his head and put his head through a car window,” according to the report. Garland then allegedly confronted a man and woman at Zoe, who were sitting in front of the store, and allegedly told the man to stop looking at him, adding, “F--- you, I’ll hurt you, too,” and kept walking. The witness said that Garland allegedly stated that he “runs this town” and made other threats. Other officers caught up with Garland on Loudon Road and he allegedly refused to identify himself and yelled at the officers, calling them “homo” and “bitches.” Garland reportedly smelled like alcohol and was acting erratically, walking into traffic, so the officers and a sergeant took him into custody. Garland allegedly eyed the sergeant and lunged at him stating, “I’m gonna kill you.” He was taken straight to the Merrimack County House of Corrections.
Craig Laber, 52, a homeless man now located in Concord, and Susan Marie Marston, 49, a homeless woman now located in Concord, received summonses at 8:55 p.m. on July 12, for criminal trespass at the Concord Center on Ferry Street on July 11. While on bike patrol, an officer so the pair sitting at one of the campsites. On June 26, both were warned not to be trespassing on the property and both received summonses. They were arraigned on Aug. 25.

Edgar G. Toscano, 41, of Ormond Street in Concord, was arrested at 2:26 p.m. on July 12, on a stalking charge from April 4, at the Land and Sea on Henniker Drive in Concord. The victim in the case was a local woman. An officer stopped at a red light at Sewalls Falls Road saw a black Kia with a yellow stripe by and the officer recalled other officers speaking about the driver potentially having a stalking warrant. The officer got behind the car and ran a check and found that the warrant was active. The vehicle was stopped at North State Street near Rumford and Toscano, the driver, was arrested. The officer added that Toscano’s license was suspended in November 2013, for unpaid child support, so a suspension charge was also added. He was arraigned in court and served with a DVO on Aug. 18.
Maiti Darjee, 24, of Loudon Road in Concord, received a summons at 4:30 p.m. on July 13, on an operating without a valid license charge. An officer was called to an accident on Loudon Road near the Buffalo Wild Wings for a minor car crash. The driver of one of the vehicles, Darjee, didn’t have a license and was given a summons. She had a court date on Aug. 25.
William George Strickland Jr., 55, a homeless man now located in Concord, was arrested at 1:35 p.m. on July 13, on a criminal trespass charge. An officer was sent to the Market Basket on Fort Eddy Road for an aggressive panhandler. The officer spoke with Strickland who allegedly admitted to asking people for money in the parking lot. A check revealed a no trespass order from the store as well as Lowes and he was arrested. Strickland was held without bail.
Conor McCann, 20, of First Street in Concord, was arrested at 7:27 p.m. on July 13, on a felony falsifying physical evidence charge, resisting arrest or detention, and unlawful possession of alcohol from June 15, on South Meadow Street. He turned himself in to police and had a court date on Aug. 8.
Sarah L. Hodge, 53, of North State Street in Concord, was arrested at 5:59 a.m. on July 14, on a felony theft by unauthorized taking or transfer charge from June 4, at the Cumberland Farms on North Main Street. An officer was out with Hodge on Hall Street when another officer realized that she had an active warrant. The other officer took her into custody and she had a court date on Aug. 18.
Jessica Marie Banville, 30, of Washington Street in Concord, was arrested at 11:24 p.m. on July 14, on a bench warrant. An officer was called ton North State Street for a report of two women fighting. When the officer arrived, he found a purse and clothing strewn all across the parking lot with Banville “in amongst the clothes.” A check revealed that she had an active warrant from earlier in the day for nonappearance in court on a driving charge and she was arrested. Banville was arraigned on Aug. 18.
