CONCORD, NH — Tips from the public led to the capture of another New Hampshire fugitive of the week, this time, in Maine.

Michael Kelly Elliott, 29, was arrested on an outstanding warrant out of Strafford County for bail violation connected to an ongoing narcotics case and a resisting arrest charge on Friday, Jeffrey White, a deputy marshal, said. He was featured on June 8.

The tips led task force members in both states to Scituate Road in York, Maine.

“At this residence,” White said, “it was discovered that Elliott was living in a tent on the property, where he was arrested without incident.”

After being arrested, Elliott told marshals the handcuffs in the tent were a “souvenir” from the last time an officer tried to arrest him in Rochester.

“These handcuffs were retrieved to be returned to the Rochester Police Department, where there is also a local New Hampshire warrant for Mr. Elliott for resisting arrest or detention,” White said.

Elliott was taken to the York ME Police Department for processing as a fugitive from justice and the outstanding warrants. He will be held at the York County Jail pending a hearing and then returned to the Granite State to face the other charges.

White said, along with task force members in both states, the Strafford County Sheriff’s Office, police in Greenfield NH and Biddeford and York ME, Maine State Police, the Maine Department of Corrections, and U.S. Customs and Border Protection, all assisted with the case.

According to superior court records, Elliott is a felon due to a robbery conviction in September 2016 after an incident in Rochester in November 2015. He was charged with drug possession in January and March 2021 out of Rochester and Strafford as well as a theft of a utility service charge out of Strafford. Elliott was assigned to a drug court program in September 2021 on those charges. The current drug charge was connected to an incident in Somersworth on July 20, 2021.
