U.S. Marshals Searching For New Hampshire Corrections Fugitive
Joel Barlow Jr. is wanted on parole violations after being convicted on drug, theft charges; his criminal history dates back to 2009.

CONCORD, NH — The U.S. Marshals-New Hampshire Joint Fugitive Task Force is searching for a convicted felon with a long criminal history who is wanted on parole violations.
Joel Francis Barlow Jr. is 34, about 5 feet, 6 inches tall, and weighs 130 pounds. He has blue eyes and black hair. Barlow has a number of tattoos including many on both his right and left arms, the word “TEENA” on his neck, “MOM” on his left hand, and “Lillian” on his right hand. Jeffrey White, a deputy marshal, said he also had pierced ears.
“Barlow is being sought for parole violations,” he said. “Barlow is on parole due to prior convictions for four narcotics cases and a theft case. Barlow was last known to reside in Laconia, NH, but his current whereabouts are unknown.”

Barlow has a criminal history dating back to 2009, according to superior court records, when he was accused of drug possession in Laconia and later, pleaded guilty to a single count.
In March 2010, he was arrested on two felony receiving stolen property charges in Belmont and pleaded guilty to the charges in March 2012.

In March 2011, Barlow was accused of willful concealment and theft in Manchester and pleaded guilty to the theft charge in June 2012. A few months later, Barlow was accused of theft and receiving stolen property in Belmont and attempted theft and criminal trespass in Concord. He pleaded guilty to the theft charge out of Belmont in May 2012 and both charges out of Concord in July 2012. In November 2011, he was accused of bail jumping but the charge was dropped. He pleaded guilty to a felony escape charge a month later.
In 2017, Barlow was accused of stalking in Barrington and later, pleaded guilty to the charge. A felony theft charge from Rochester followed, which also resulted in a guilty plea.
Drug and resisting charges in Dover, theft and criminal trespass charges in Rochester, drug and theft charges in Somersworth, a drug charge in Seabrook, and theft and criminal trespass charges in Portsmouth were also issued against him in 2018.
