U.S. Marshals Seek Tips On Location Of Convicted Rapist
Philip Rory Gingras is wanted on a supervised release violation warrant after being convicted federally of violating the Adam Walsh Act.

CONCORD, NH — The District of New Hampshire-New Hampshire Joint Fugitive Task Force is searching for a convicted rapist who is wanted on a supervised release violation warrant.
Philip Rory Gingras is 46, about 5 feet, 11 inches tall, and weighs 180 lbs. He has blue eyes and brown hair. The task force alert noted Gingras has numerous tattoos including a wolf on his left front arm, a tribal symbol on his left arm, and other tattoos in his right arm, right from, both shoulders, and his neck.
The warrant for his arrest was issued out of U.S. District Court July 30, according to Jeffrey White, a deputy marshal.

"Gingras is wanted on a supervised release violation stemming from his federal conviction of failing to register as a sex offender in violation of the Adam Walsh Act," White said. "Gingras is required to register as a sex offender due to a 2002 case and conviction for aggravated felonious sexual assault. Gingras is currently registered as a sex offender in the state of NH, but his address is listed as homeless in Manchester."

On the Maine sex offender registry site, Gingras is listed as having been convicted of gross sexual assault in Superior Court Augusta in January 2003. The charge involved "engaging in a sexual act with another person and the actor has substantially impaired the other person's power to appraise or control the other person's sexual acts by administering or employing drugs, intoxicants or other similar means." He is required to register in that state for the rest of his life.
According to New Hampshire court documents, Gingras was convicted of non-support in July 2010 after incidents in Londonderry and Plaistow in 2005 and duty to report in January 2013 after an incident in Manchester. Gingras, according to the Lawrence Eagle-Tribune, was arrested on registration charges in May 2010 in Windham after incidents in Concord, Derry, and Merrimack district courts. He was arrested in Waterville, Maine, in June 2013 on warrants, according to CentralMaine.com.
