U.S. Marshals Seek Tips About Sex Offender’s Location
Have you seen Jerome Carter? He has a history of violent sexual assaults on girls under 16. Marshals allege that he failed to register.

CONCORD, NH — The District of New Hampshire - New Hampshire Joint Fugitive Task Force Fugitive of the Week is a sex offender who allegedly failed to register in the state after being convicted of felonious sexual assault of a child under 16. Jerome Carter, 41, is wanted by the U.S. District Court for violations of his supervised release. He is 5 feet, 8 inches tall, weighs around 165 lbs., has brown eyes and black hair.

Carter has tattoos on his left arm, right arm, and right shoulder, and has been known to use the aliases “Peanut Carter,” “Jerome Jay Carter,” and “Jerome Carter Jr.,” according to Deputy Marshal Jeffrey White.

“In 1996, Carter was originally convicted in Vermont of felonious sexual assault,” White stated this week. “The victim was age 13 or older, but under age 16, with an age difference of more than three years between Carter and the victim. Carter is known to have ties to Manchester and Dover, as well as Brattleboro, VT.”

According to the NH Division of State Police, Carter has been convicted of a number of crimes in New Hampshire since the mid-1990s, when he was convicted of false report to police. In 2004, he was convicted on a duty to report charge. Between 2008 and 2009, he was convicted of possession/transportation of drugs, two counts of simple assault, and driving after revocation or suspension. In October 2013, he was convicted of second-degree assault. According to the New Hampshire Union Leader, he attempted to strangle his girlfriend in Manchester.
The Bangor Daily News in April 2010, noted that he was arrested on a number of warrants including contempt of court, failure to register as a sex offender, and being a fugitive from justice. Police told the newspaper that Carter had a history of violent sexual assaults on girls under 16 in New Hampshire and Vermont. He was registered in Claremont at the time but was camped out in motel on Main Street in Rangeley, ME, according to TheIrregular.com.
