Violent Sexual Predator Accused Of Supervised Release Violations: U.S. Marshals
Joseph Galen Barlow, a convicted sexual assaulter with a criminal history dating back to the mid-1980s, is wanted by the task force.

CONCORD, NH — The U.S. Marshals-New Hampshire Joint Fugitive Task Force is searching for a sex offender with a lengthy criminal history who is wanted for supervised release violations, including failure to comply as a sex offender.
Joseph Galen Barlow is 57, about 5 feet, 9 inches tall, and weighs around 230 pounds. He has brown eyes and black hair but is balding. Originally from New Brunswick, Canada, Barlow has several tattoos — including ones on his face and neck.
The warrant against Barlow, Deputy Marshal Andrew Grillo said, was issued on Nov. 29.

“Barlow is a career sexual predator, having been charged with felonious sexual assault of a minor in 1986 and aggravated felonious sexual assault in 2016,” he said. “Barlow received federal supervision after violating sex offender registration conditions in relation to those charges, and recent methamphetamine use has led to violations of current federal release conditions.”
Grillo said Barlow was “outspoken about his disdain for law enforcement — as highlighted by multiple assault and resisting arrest charges in his criminal history.” He also accused him of possibly “suffering from mental health episodes related to his drug use.”

Grillo said Barlow was last known to be in the Concord area. Police and the public “should use caution” if encountering Barlow.
The task force warned not to attempt to apprehend Barlow but, instead, to call local police or call 603-225-1632.
Superior court records for Barlow only go back a quarter of a century but show multiple charges and convictions.
In August 1994 and January 1995, he was involved in a forgery incident and several theft charges in the Hillsborough County Superior Court North district. Barlow pleaded guilty to a felony second-degree assault charge in August 1995 in Hillsborough County Superior Court North. He was also charged on a felony rules of the road; disobeying an officer charge in February 1995. In November 1995, Barlow was accused of attempt.
A Manchester robbery case in December 1998 led to a conviction in May 1999.
A criminal threatening case arose out of Manchester in February 2005, but the case was closed later. In April 2005, he was charged with criminal threatening again in Manchester and pleaded guilty to the charge in January 2006.
In July 2005, receiving stolen property and felon in possession of a dangerous weapons charges were issued against Barlow out of Manchester. He pleaded guilty to the weapon charge while the stolen property charge was nolle prossed.
While living in Concord in November 2011, Barlow was accused of duty to report and second-degree assault. In August 2012, the sex offender charge was dropped, but he pleaded guilty to the assault charge in February 2013.
In July 2015, Barlow was accused of two aggravated felonious sexual assault charges. He pleaded guilty to a single count, while the second count was dropped in May 2016.
Barlow was charged with being a habitual offender and two duty to inform charges after incidents in Manchester in September 2015. He pleaded guilty later to the sex offender registration charges.
