Massachusetts Women Arrested In Stolen Van Case: Salem Police Log

Man arrested twice in 2 and a half hours on Willow Street; Manchester, Boston women face felony theft charges; teen faces driving charge.

SALEM, NH — A 16-year-old was arrested at 9:16 p.m. on July 5, 2023, on an operating without a valid license charge after a motor vehicle stop at Kamal’s on South Broadway Street.

Kevin Ngaruiya, 28, of Regency Drive in Dracut, Massachusetts, was arrested at 7:52 p.m. on July 5 on two bench warrants, a warrant, and a possession of a controlled drug charge. He was arrested after a motor vehicle stop for defective equipment at Pats Key & Lock on North Broadway Street.

Debbie Ann Duclos, 48, of Hayward Street in Manchester was arrested on a willful concealment charge, a felony due to two prior convictions. She was arrested on a warrant at 6:38 p.m. on July 5.

Sohil Husenbhai Kotiya, 46, of South Broadway Street in Salem received a summons at 5:31 p.m. on July 5 on an operating without a valid license charge after a motor vehicle stop on Hampshire Street.

Larissa Louise Araba, 30, of Worcester Road in Framingham, MA, was arrested at 2:18 p.m. on July 5 on felony receiving stolen property-$1,501+, driving after revocation or suspension, and two willful concealment charges, also felonies, due to two prior convictions. Also arrested was Khayr Baha-Aldeen Marsh, 31, a homeless woman now located in Hyannis, MA, on felony receiving stolen property-$1,501+ and receiving stolen property-less than $1,000 charges. An officer was following a stolen van pulling into the Ninety-Nine Restaurant on South Broadway. The vehicle was pulled over and two people were detained. Tuscan Security reported the van was in its lot minutes before and a backpack was left behind, a report stated. Both women were taken to the Rockingham County Jail.

Joyce A. Dooley, 52, of 5th Street in Boston, MA, was arrested at 1:58 p.m. on July 5 on a willful concealment charge, a felony due to two prior convictions. Police were sent to the Walmart on North Broadway Street after loss prevention reported a shoplifter in custody. She was arrested and released on $500 cash bail.

Hector Vicente Masso, 49, of South Broadway in Lawrence, MA, was arrested on two bench warrants at 7:05 a.m. on July 5 as well as a driving after revocation or suspension charge. He was arrested after a motor vehicle stop at Federal Express on South Broadway Street.

Derek Michael Wisniewski Jr., 29, of New Boston Road in Newton was arrested at 10:28 p.m. on July 4 on domestic violence-simple assault charges. He was arrested again at 12:52 a.m. on July 5 on stalking, criminal mischief, and breach of bail charges. During the first incident, police were sent to Willow Street for a disconnected 911 call reporting a domestic incident. Salem fire and rescue teams were also called to the address due to a smoke alarm activation on the second floor. The alarm call, police said later,s was unrelated to the assault call. Wisniewski was arrested later and released on personal recognizance. During the second incident, police were sent to Willow Street after a man was accused of smashing a door at a home a taking off on a bicycle. The suspect was reportedly heading to a hotel for the night and a truck was reported stolen as part of the incident. Police caught up with the suspect at Fisk School, arrested him, and took him to the county jail.
