When they arrived, employees at the store alleged that a man was attempting to purchase a lot of alcohol with numerous cards that had all been declined. The man, employees noted, had attempted a similar purchase several weeks before.

“As officers were speaking with the employee the male made a successful purchase and exited the store,” according to Capt. Joel Dolan of the Salem Police Department. “Once outside he was approached by the officers. Upon seeing the officers, he immediately fled on foot and was quickly apprehended.”

Harper allegedly had 27 different credit cards all in the name of “Keith Williams” and also reportedly had a fake New Jersey license with the same name, according to Dolan.

Harper was arraigned this morning.
