Salem Sex Offender Faces 7 Registration Indictments: Court Roundup

Man indicted on gun threat incident; Derry teen indicted on drug distribution charge; Windham man accused of fracturing a person's face.

BRENTWOOD, NH — A Rockingham County grand jury indicted the following people recently.

Keith Allen Burns, 56, of Salem Street in Lawrence, Massachusetts, on delivery of articles prohibited-fentanyl and a possession of a controlled drug-subsequent-fentanyl charges, both felonies, at the Rockingham County Jail in Brentwood on April 6, 2022. Burns was previously convicted on a trafficking charge in Haverhill District Court in November 2022.

Robert D. Byers, 57, of Dunraven Road in Windham, on a felony second-degree assault and simple assault charges. He was accused of striking another person in the face, causing a fracture, and pushing their head into the ground on Jan. 12 in Sandown.

Thomas G. Cable Sr., 51, of Patricia Avenue in Raymond, on a felony possession of crack cocaine charge on April 16 in Hampton.

Patrick E. Carr, 41, of Orchard Street in Franklin, on theft by deception and falsifying physical evidence charges, both felonies. He was accused of using credit cards issued by Center for Life Management to make unauthorized purchases on PayPal between May 1, 2018, and Nov. 30, 2023, in Derry. The evidence charge involved Carr concealing his PayPal account by deleting it on Jan. 17, according to the indictment.

Domenic Francis Caruso, 19, of Brookview Drive in Derry, on a felony possession of marijuana with intent to dispense charge on April 29 in Derry.

Matthew Ryan Caruso, 28, a homeless man now located in Plaistow, on a felony count of driving while certified as a habitual offender as well as conduct after an accident and two criminal mischief charges. He was accused of driving on Old Road in Plaistow on May 6 after being deemed a habitual offender by the NH DMV, driving over a tree, driving over a curb, and leaving the scene of a crash.

Michael Joseph Cassano III, 34, of Wheeler Avenue in Salem, on a felony criminal threatening-deadly weapon charge. He was accused of pointing a gun at another person and-or vehicle in Salem on April 20.

Lisa Marie Coelho, 41, of Knox Marsh Road in Dover, on possession of crack cocaine and possession of alprazolam charges, both felonies, in Raymond on Oct. 17, 2023.

Christopher Phillip Davis, 49, of Servant Street in Bedford, on a felony possession of crack cocaine charge on March 13 in Windham.

Mark Salim Dawaliby, 53, of Cole Street in Salem, on falsifying physical evidence and seven failure to comply with sex offender registry charges, all felonies. He was accused of failing to notify police of BIGO Live, Facebook, iCloud, Instagram, Reddit, Snapchat, and TikTok accounts on April 25 in Salem. Dawaliby also remotely reset and erased the contents of his iPhone after Salem police seized it, pursuant to a search warrant, on May 2, according to the indictment. He is a sex offender due to possession of child sexual abuse images convictions in February 2015.
