NJ Cop Created Child Porn, Took Photos Up Child's Shorts: Prosecutor

The man was an officer for New Jersey State Park Police. His current employment status wasn't immediately clear.

WINSLOW TOWNSHIP, NJ — A New Jersey State Park Police officer was charged Monday with manufacturing and possession child sexual-abuse materials.

Patrick Kelly, a Winslow Township resident, was arrested Monday at the agency's headquarters in Egg Harbor City. Officials placed him in the Camden County Jail, pending a detention hearing.

Kelly, 37, took photos up a child's shorts and tried to photograph the victim's intimate parts, according to the Camden County Prosecutor's Office, which announced his arrest.

The officer was suspended Monday without pay, according to a spokesperson for the New Jersey Department of Environmental Protection, which oversees the State Park Police. Kelly was hired in 2012 and has a current salary of $76,491.90.

"NJDEP is fully cooperating with the investigation," said Larry Hajna, the environmental agency's spokesperson.

The manufacturing charge is a second-degree offense, while possessing child sexual-abuse materials is a third-degree crime.

Investigating agencies included the prosecutor's office, Homeland Security Investigations Cherry Hill Office and West Deptford Township Police Department, with assistance from the Camden County Sheriff's Office, State Park Police and Winslow Township Police Department.
