National Guardsman Took Upskirt Photos At Union Store Again: PD
This is the 2nd time in Union and 4th time overall Stephen Grogan of Branchville was caught taking photos up women's skirts, police say.

UNION, NJ — A member of the New Jersey National Guard was arrested for the second time for taking photos up women's skirts at a store in Union, police said.
Stephen Grogan, 41, of Branchville was also arrested for the same crime multiple times last year in Union Township and Montague in New Jersey and Utah.
On July 12, a woman shopping at an unidentified store on Route 22 in Union Township said a man was following her around the store, Union Township Police said.

"She caught the man kneeling behind her with his cell phone out and was using it as a camera to either take videos or photos under the woman's dress," police said.
When the woman confronted the man, he walked away and left the store. Before he was able to drive away, the woman followed him outside and got his license plate number.

The man was later identified as Stephen Grogan, 41, of Branchville following an investigation by Union Police Det. Michael Theissen.
Grogan was charged with invasion of privacy and arrested on Aug. 1. He was taken to the Union County Jail.
Grogan was arrested for the same crime in July 2018 in a Target store in Union. (See Related: NJ National Guardsman Took Upskirt Photos At Target, Police Say)
He has also been arrested for the same crime in Utah in June 2018 where he allegedly took a photo up a woman's skirt while shopping in a Utah store during a break from training, the Desert News reported.
He was also arrested for the same crime on Nov. 1, 2018 in Montague by New Jersey State Police for using his cell phone to take photos up a woman's skirt at an unidentified grocery store in the township, according to the NJ Herald.
