East Windsor Man Sentenced On Child Sex Assault Charges
Menachem Chinn was sentenced to two, five-year suspended prison terms, the Princeton Packet reports.

EAST WINDSOR, NJ — An East Windsor man who admitted to the sexual assault of two children will reportedly not face prison time for his crimes. Menachem A. Chinn, 40, a former teacher at the Shalom Torah Academy in Monmouth County, previously pleaded guilty to two counts of second-degree of endangering the welfare of a child.
He has been sentenced to two, five-year suspended prison terms, as well as a lifetime of parole supervision and registration as a Megan’s Law sex offender, the Princeton Packet reports. One victim said in court he was “disillusioned” with the criminal justice system, and his mother said Chinn should spend the rest of his life in jail.
The assistant prosecutor spoke about the difficulties of cases in which there are no witnesses, no DNA evidence, and there is "delayed disclosure," according to the report. Accusations were related to incidents that went as far back as July of 2010.

Chinn admitted to touching the genitals of a child at Chinn's home in East Windsor in one incident. In the second incident, he admitted to having a second child touch his genitals while at the academy, according to Mercer County Prosecutor Angelo J. Onofri.
The sentencing was part of a plea deal that also required Chinn to undergo a psychological evaluation and comply with any and all prescribed treatment. He is also barred from teaching and ordered to have no unsupervised contact with children under the age of 18.

He was charged with one assault in April. Following media reports of Chinn's arrest, a second victim reached out to law enforcement with a second round of accusations.
The incident at his home was said to have involved a 12-year-old boy. In the charges that were filed in May, Chinn was accused of inappropriate sexual contact with one of his students on a number of occasions between July 2010 and May 2011.
