The new requirements include:

  • Riders under 15 years old are prohibited from operating an e-bike.
  • Operators 17 and older must have a valid driver's license to operate a covered e-bike or motorized bicycle.
  • Riders ages 15 to 17, or those without a driver's license, must obtain a Class F moped license. Certain 16-year-old riders using government-contracted rental e-bikes are exempt.
  • All covered low-speed electric bicycles and motorized bicycles must be registered with the NJMVC, and riders must carry proof of registration while operating.
  • Insurance is not required for low-speed electric bicycles but is required for motorized bicycles, with proof of insurance required while riding.

The law defines a low-speed electric bicycle as a pedal-assist bike that provides assistance only while pedaling and up to 20 mph. Motorized bicycles include certain pedal-assist or throttle-equipped models capable of speeds up to 28 mph with pedal assistance or 15 mph using throttle alone.
