1099-G is the document the state used to mail to remind you that your prior state refund may be a taxable income item this year. If you filed your 2011 tax return in 2012, and received the refund in 2012, then the refund might be taxable income on your 2012 tax return which you are not working on.
How do you know if it is income? if you itemized deductions on your 2011 tax return then the refund is income on your 2012 tax return.
