Illegal parking on residential streets

Some of my neighbors think that because they live in the neighborhood that they can park where ever or how ever they want, like blocking someones driveway or to park facing the wrong way.  I just don't like it, especially when they do it after the sun goes down because when they park facing the wrong way they usually leave their car running and then here comes you driving down the street and all you see at night are the set of head lights on your side of the road it's just a accident waiting to happen.  A month ago in the afternoon one of my neighbors decided to park facing the wrong way while blocking the driveway of the person across the street from me she was driving a SUV and the car was on and the radio was loud and she was loading her SUV with clothing donations.  Now don't get me wrong donating is a good thing, I just have a problem with the way the neighborly collector parked. So anyway i was backing my car out of the driveway and stopped   15 feet from her put my car into drive and all that I hear is this woman giving me attitude about my car coming to close to her body and then all she does is start cursing out loud in a public street what am I to do but what I did do is just drive away and ignore the ignorant and crazy woman.
