Galloway Woman Indicted On Vehicular Homicide Charge For Hit-And-Run

In 2020, Carmen Ruiz was intoxicated when her car struck and killed Dustin Miller, 25, in Atlantic City, officials said.

GALLOWAY, NJ — A Galloway woman was indicted on vehicular homicide and leaving the scene of a fatal accident charges after an investigation into a 2020 fatal hit-and-run, the Atlantic County Prosecutor's Office said.

Carmen Ruiz, 53, struck and killed 25-year-old Dustin Miller, also of Galloway, on Sept. 25, 2020 at 4:25 a.m. with her Hyundai Santa Fe on White Horse Pike in Atlantic City, the prosecutor's office said.

Investigation revealed that Ruiz was using "numerous medications" that caused a state of intoxication and impaired her ability to drive, the prosecutor's office said.

Ruiz also left the scene and did not report the crash until she got home, officials said.

This fatal crash investigation was a cooperative effort by the Atlantic County Prosecutor's Office Crash Investigations Unit and Atlantic City Police Department.
