Police were able to get a description of Marshall, as well as surveillance footage from a neighbor.

Officer Sandra Lino-Melo located Marshall riding his bicycle at California and Pacific Avenues, where he was charged after being identified.

Marshall was found to be a registered sex offender who failed to properly register as dictated by the court, police said. According to the sex offender registry, Marshall first was convicted in 2009 for touching himself in front of a minor in public.

Marshall was charged with luring, enticing a child, criminal trespass and failure to register as a sex offender.
