Following an investigation, Hoboken detectives identified Huggins as the suspected shooter. Detectives then finalized the warrant complaints for Huggins’ arrest and began their efforts to locate him.
According to authorities, police received information that Huggins was in the area of the Westin Hotel located on Washington Boulevard in Jersey City on Sept. 24. Detectives from Hoboken and the Hudson County Prosecutor’s Office proceeded to the hotel, where they saw Huggins standing outside with another man later identified as Jordan Perez, 21, of Jersey City.

After identifying themselves, detectives arrested Huggins without further incident. However, Perez allegedly disregarded police orders to stop and fled, leading the officers on a foot chase, authorities stated.
During the pursuit, Perez “continually reached to his waist for what was perceived as a weapon,” police stated. “It was later determined that he was reaching for a CDS that he was attempting to hide.”
Members of the Jersey City Police Department eventually caught up to Perez and placed him under arrest. The items that he allegedly discarded – an unspecified amount of heroin – were later found by police, authorities said.
Following the arrests, detectives developed information that a North Bergen resident later identified as Emmanuel Matos, 22, was involved in concealing the weapon after the shooting took place. Police arrested Matos on Sept. 22.
Authorities charged Huggins with Attempted Murder, Hindering Apprehension, Possession of a Weapon (Community Gun), Unlawful Possession of a Weapon, Possession of a Weapon for Unlawful Purpose and Certain Persons not to Possess a Weapon.
Authorities charged Perez with Possession of CDs with Intent to distribute (Heroin), Possession of CDS within 1000 feet of a School, Destruction/Tampering with Evidence, Possession of CDS Marijuana, Obstruction and an outstanding Hudson County Sheriff’s Office warrant for a drug offense.
Authorities charged Matos with Unlawful Possession of a Weapon, Possession of a Weapon for Unlawful Purposes (Community Gun) and Hindering Apprehension.
