Man Charged In Jersey City Hit-And-Run That Killed Old Navy Store Manager

A man was charged with leaving the scene of a crash on Route 440 that claimed the life of a "hard working" Jersey City man.

JERSEY CITY, NJ — A 22-year-old Jersey City man was arrested Tuesday in connection with a Nov. 3 hit-and-run crash that killed a 36-year-old pedestrian.

The Hudson County Regional Collision Investigation Unit arrested Kristopher Khusial of Jersey City, prosecutors said. He was charged with leaving the scene of a motor vehicle collision resulting in death, and endangering an injured person.

Khusial was released on a summons pending his first court appearance on Monday, June 20.

Prosecutors said that shortly after 9:30 p.m., the Jersey City Police Department responded to the area of 740 Route 440 on reports of a pedestrian stuck. Responding officers found the victim – later identified as Phillip Delancy, 36 – with life-threatening injuries in the northbound lane of the roadway.

Delancy was transported by Emergency Medical Services to Jersey City Medical Center, where he was pronounced dead at approximately 10:25 p.m.

An obituary for Delancy said, "Phillip began working for Old Navy in 2005. He started as an associate and worked his way up to General Manager of his own store. He devoted his life to his job! Phillip was a dedicated leader for the company he worked for but most importantly he was a dedicated son, brother, uncle, and friend always making sure the most significant people in his life were taken care of."

People leaving messages on Delancy's tribute page called him a hard worker. "Phillip played an essential role in my career with Old Navy," wrote one woman. "I knew that I could always count on him for support. We shared a level of camaraderie that is very hard to find. We cheered one another on through every move, whether promotion or lateral. "

"Philip brought joy, happiness and laughter to all who met him," said the staff of the Jersey Gardens Old Navy store.

A November 2021 GoFundMe to help Delancy's family with expenses raised $15,000. The site said that Delancy never missed a day of work at Old Navy.
