Cops: 105 Heroin Bags Seized, Driver Arrested After 'White Powder' Found On Cell Phone

Sparta Police said they recently arrested a 21-year-old man after seizing 105 bags of heroin last week during a motor vehicle stop.

First, police saw the white powdery substance on the man’s clothing and his cell phone. Then, the Sparta officer found 105 bags of heroin in the man’s car, police said.

Sparta Police said they recently arrested a 21-year-old man after seizing 105 bags of heroin last week during a motor vehicle stop on Route 15.

At 2:09 pm on Oct. 15, Cpl. Frank Schomp was on routine patrol when he stopped a silver 2003 Chevrolet traveling at 78 mph in a 55 mph zone, northbound near the 13 mile marker, police said.

While speaking to the driver, 21-year-old Ian James Dipillo of Dingmans Ferry, Pa., Schomp observed the white powdery substance on Dipillo’s clothing, and on the face of his cell phone which was lying flat on the seat.

After searching the vehicle, Schomp located and seized the 105 bags of heroin, along with numerous empty glassine folds, a cut straw with residue contained within and other pieces of drug paraphernalia.

Dipillo was arrested and transported to police headquarters for processing.

He was later charged with Possession of Heroin, Possession Of Drug Paraphernalia, Possession of a Controlled Dangerous Substance in a Motor Vehicle and Speeding.

He was released several hours later on his own recognizance. Sgt. Jeffrey Mase and Cpl. Marc Rubino assisted with the investigation, police said.
