If you drive down 23 South in the mornings I am sure you have noticed the new traffic clog in Butler at Boonton Ave that runs all the way back to Kiel Ave/Kinnelon Road. I think the light at Boonton Avenue has shortened up the time it stays green for south bound traffic. Any ideas about who sets that timing and why it might have changed?
