Manchester Man Accused Of Selling Drugs That Led To Man's Fatal Overdose

A Manchester Township man has been charged under New Jersey's strict liability law in an Aug. 16 overdose death, the prosecutor said.

MANCHESTER, NJ — A Manchester Township man has been accused of providing the drugs that led to man's overdose death in August, authorities said.

D'Andre Tubbs, 33, of Manchester, has been charged with strict liability drug-induced death in the death of a 35-year-old man in Manchester on Aug. 16, Ocean County Prosecutor Bradley D. Billhimer and Manchester Township Police Chief Robert Dolan announced.

Manchester police answered a call on Aug. 16 about an unresponsive man and found he had died of an apparent drug overdose, authorities said. The investigation found Tubbs had sold heroin and fentanyl to the victim on Aug. 15, authorities said.

Tubbs was arrested Aug. 19 and charged with three counts of distribution of heroin, two counts of possession of heroin, and one count each of possession of alprazolam, possession of a hypodermic syringe, and possession of drug paraphernalia, authorities said.

A toxicology analysis recently received by the prosecutor's office confirmed the presence of heroin and fentanyl in the victim's system, and the Ocean County Medical Examiner's Office determined those were the cause of his death, which resulted in the strict liability charge, authorities said.

Tubbs has been held at the Ocean County Jail since his arrest, authorities said.

The investigation was conducted by the Major Crime Unit, High Tech Crime Unit and Narcotics Strike Force of the Ocean County Prosecutor's Office along with the Manchester Township Police Department's Detective Bureau, Narcotics Enforcement Team, K-9 Unit and Patrol Division along with the Ocean County Sheriff’s Office Crime Scene Investigation Unit, and Ocean County Medical Examiner’s Office.
