Morris County Board Of Commissioners Introduces 2026 Budget
Public safety, education, and infrastructure are priorities in the new spending plan for Morris County.
MORRIS COUNTY, NJ — The Morris County Board of County Commissioners introduced its 2026 Budget, which includes no increase in the county tax rate for the seventh consecutive year. The budget also continues investments in public safety, education, and infrastructure. The proposed spending plan was presented by the budget committee, including Commissioners Douglas R. Cabana and John Krickus.
Commissioner Deborah Smith, chair of the board’s budget committee, stated that the budget maintains the tax rate while providing high service levels. Commissioner Smith said, "This budget again holds the line on the tax rate. Morris County provides among the highest level of services in the state and does it with the second-lowest average county tax in New Jersey." She also noted that the year-end fund balance increased by $8 million to $77.4 million, which helps maintain the county's AAA bond ratings.
The total introduced budget is $407.3 million. However, this figure is inflated by $24.3 million in early grant authorizations, bringing the actual spending to $383 million. This compares to the 2025 Budget, minus early authorized grants, of $370.6 million. The early authorization of grant funds does not impact the tax levy.

The budget allocates $86 million to public safety, a $3 million increase over 2025. This funding supports law enforcement, emergency medical services backup, and enhanced digital evidence capabilities. Commissioner Cabana said, "Public safety has always been a top priority for this Board, and the 2026 budget reflects our ongoing commitment with a $3 million increase in law enforcement funding."
Education receives a $1.1 million increase, including $930,000 for the County College of Morris and $175,000 for the Morris County Vocational School District. Commissioner Krickus stated, "Education also remains a priority in Morris County, and our support for the County College of Morris (CCM) reflects that commitment." He added that the allocation to the vocational school district increased by $175,000 as part of a five-year operating support increase.

The budget also includes nearly $9.4 million for the Morris County Park Commission and $40.7 million for Health and Human Services. A $50 million capital spending plan, with $37 million in county funding and $13 million in grants, directs over 60 percent toward infrastructure improvements.
The commissioners are also preparing for the nation’s 250th Anniversary and the FIFA World Cup in 2026. Commissioner Cabana said, "Our budget includes support for activities and initiatives that will highlight Morris County during these celebrations and ensure we're prepared to welcome visitors while serving our residents."
The 2026 Operating Budget is scheduled for final adoption at the March 25 public meeting.
