Backyard Chickens Part 3

I have come up with a sample ordinance for the keeping of backyard chickens.

This is the current Borough ordinance as it pertains to backyard chickens: BH:5-1.1 Keeping poultry prohibited No poultry shall be kept or permitted to be kept in the Borough. I propose the ordinance be amended as follows: -No poultry shall be kept or permitted to be kept in the Borough except for egg laying chickens (hens). -Chickens shall not be allowed to run free. -No more than 6 hens allowed per single family home. -Chickens must be kept in escape proof, predator proof, rodent proof enclosures having a minimum floor space of 5 square feet per bird. -Feed is to be kept in feeders inside of enclosures. Extra feed is to be kept indoors in rodent proof containers. -Enclosures are to include a weather proof coop having at least 2 square feet of floor space per bird. -Coops are to be cleaned at least biweekly. Coop bedding material is to be composted in enclosed bins or disposed of with grass clippings. -No roosters allowed. -Enclosures must be in side or rear yards and located at least 10 feet from property lines and at least 20 feet from neighboring homes. -There shall be an annual permit fee of $25 per household. -Chickens and coops shall subject be to inspection by the Health Department to ensure conditions are sanitary and humane.
