Police said they discovered the puppies and small dogs inside a van around 3 a.m. Monday morning. Some crates had several dogs in them and the some of the animals were covered in urine and feces.
Just Pups owner Vincent LoSacco has disputed the police department's account regarding the conditions in the van. He said he customized the van with heater and air conditioning units to safety transport the puppies from Missouri, something he does every few weeks.
