The Anarchy of Convenience; waste abounds in the land of the free.

Same people that abuse area, can be found. Use their behavior to advantage of the Law.
Experience as a volunteer in parks for nearly 50 years now has brought me too much frustration in attempts to abatement conditions of abuse inflicted on our commonly shared places; one great frustration is the throwing in the towel by authority on nearly every level. Therefore, this suggestion is addressed to that authority of municipal, county and State.

In my local adopted area, performing litter abatements since 2013 it can be said, It is the same trash, almost same locations, therefore it is the same people. Many times receipts are found with time, place, cc numbers. Franchises like Mc Donald for example have camera's for their own security, and work watching; see no reason why they can not be used in cooperation with Police for Clean Community enforcements. Note Conservation officers of Fish and Wildlife, use found IDs to warn or prosecute offenders. This quality of life issue can also be a sideline for police under this suggestion of coordination with local franchises that market and sell these single-use plastic waste products that saturate our surrounding. This method can be used in areas like the Parsippany Knoll River Sensitive Green Acres area as traps in gathering such evidence as receipts, and coordinating with on-sight security cameras, finding these repeated offenders.
It is bad enough these franchises inflict through their products the "efficient cause" as producers of these single-use waste products, selling them to individuals that become the "instrumental causes": of the litter phenomena. Irresponsibility can not be allowed as if no abnormality exists.

Litter in its scope and magnitude volume is not an offense, it is a crime, Knoll/River Sensitive/Green Acres, (The adopted area since 2013) is a de facto dumping ground. Knoll Drive should be renamed Alcoholics Drive. The airport liquor bottles of convenience should never have been allowed for market. They promote and encourage, drinking and driving, littering, and pollution in their material makeup. These products abound in our environments, and represent a legal crime of laissez-faire. Corporate right to profit above respect for community or public safety.

Areas of Adopted Roads especially can be used as Trap Zones to not only clean up in a Sisyphus type endeavor but to actually find the culprits and remedy the individual. Clean community can take on another dimension of organic connection to Police authority. This may lead to increased desire for one to adopt some area of abuse, with hopes of actual change. The present giving prisoners this duty of roadside trash abatements, only encourage the phenomena; giving the prisoners something to do, allowing the offense to continue with an excuse, that the prisoner will remedy a crime. This Prisoner method ignores any evidence that may exist in the dumping crime.
Sustainable scale long exceeded and overreached is costing us all more for nothing in return but degraded community, and unnecessary costs inflicted by instant waste products in sanitation fees and measures to deal with the excessive waste in landfills and incinerators.
The phenomena of excessive trash, not being addressed by authority is a form of corporate programing to ignore or deny its existence. The fact that even when so called clean-ups are mustered their performance result is minimal, and we only move the waste from one place to another, only to have it return, a Sisyphus effect of hopelessness.

"we the people" who are we really?

People routinely walk past and ignore litter in front of their own homes and businesses, somehow we accept the mess as we do falling leaves from trees, we have not improved in our social responsibilities or sense of community over the years since the passing of various environmental movements and laws on a society level, individual effort count for little overall, without the collective address and enforcements. Let's use the tools we have available to link ourselves into a better caring people on every-level.
Anarchy of Corporate Consumption can not continue, that is what the magnitude of the degraded landscapes infected with trash show, a state of Anarchy.
Belief system that rejects governmental authority in favor of self-governing or community consensus that has become a synonym for chaos and the breakdown of civil order.

Evidence abounds of social decay, in lack of responsibility toward a common, displaying an obvious lack of leadership in groups, and individual weakness, the carry in carry out of nonfulfillment; anarchy sponsored by corporate power over the republic.
