Budget Continues to be Used Unfairly as Political Hype.
Republicans only do, or pretend not to do ;only what is politically possible to get re-elected or kiss up to their base not what is economically required...It's not; As Councilman Carifi, stated that his constituent asked; "please don't raise my taxes", its let make sure Soriano is not reelected, by hitting him over the head with the budget.
Republican BOE candidates are mimicking the same tactics.. This makes no sense after it was finally admitted using water/sewer surplus to patch up taxes was wrong and is one of the main local reasons the well is running dry.
There seems to be no sense of a common good in that minor amounts taxed in their cumulative effects can remedy the situation. Then the larger problem is we waste money in the federal budget used on things that only serve empire and others not our own..
Things may get better someday here in the USA. Rich beyond reason paying their taxes, and perhaps cuts in defense/war budgets. A Green New Deal would surely help.

Why was Water Department Superintendent John Wieworka allowed to leave Council on August 3rd, before Public could ask him question; for example: costs of repairing and upgrading our deteriorated water sewer infrastructure; and how much of the depleted infrastructure can be paid out of the remaining funds that were to be, but were not held in trust for such inevitable realities ,but raided for other purposes, without Council Approval or transparency made clear.
Did previous councils vote on the use of these water/sewer funds to be used for tax patches; or did previous councils think the public not worthy of said rule?
Besides COVID Parsippany had one accountant, and one Administrator depart for work elsewhere, this also must be factored. In my opinion their diligence and work was not appreciated. Politics at it's worse is what we have here, at the expense of others subjected not subordinated to their municipal dynamic.

A forgotten Principal of Civilization aka City States Water as Public Trust
Rooted in Roman law, the public trust doctrine recognizes the public right to many natural resources including “the air, running water, the sea and its shore.”
The public trust doctrine requires the sovereign, or state, to hold in trust designated resources for the benefit of the people. Should it be rewritten to state; Water was a Public Trust
NJ overall has the 4th lowest water rates in the lower 48 States one major reason is preservation and existence of the NJ Highlands which provide ecological services as a giant water filter, allowing less overall engineering methods to provide clean water for consumption. Mayor Soriano should be recognized for returning Parsippany back to Highlands Conformance.
