UPDATE: Budget Issues Not A Concern For Parsippany Trunk Or Treat

Officials are reviewing locations and discussing the size of Parsippany's Trunk or Treat as they consider COVID-19.

Correction: In the initial Facebook post, the Parsippany Recreation Department said budgetary constraints could impact Trunk or Treat. Superintendent of Recreation Joe Plescia acknowledged the department's mistake to Patch and said the budget is not a concern for the event.

PARSIPPANY, NJ — Budgetary issues could play a factor as Parsippany officials plan logistics for Trunk or Treat. The Recreation Department has preliminarily slated the event for 3-6 p.m. Halloween, but other issues may come into play.

"At this time, we are reviewing locations and discussing the size of the event as we consider both budgetary constraints and COVID-19 concerns," the department posted on social media.

Those interested in participating by decorating their vehicle or handing out treats should register with the Recreation Department as soon as possible. Register online or at the office.

When officials have more details, they'll post them to social media and email registrants.

The township government has needed to tighten its belts as officials try to make ground on a $9 million deficit. The Township Council approved Sept. 7 a municipal budget that cut $2.5 million from the prior year. The budget passed 4-1, with only Councilmember Paul Carifi Jr. voting no.

One obvious impact of budgetary constraints included the township's recent, controversial decision to close the Recycling Center on weekends until November.

The closure came from a lack of funds, according to township spokesperson Peter Koerella, who told Patch the decision was reached Friday when the Department of Public Works received its operating budget.

Director of Public Works Jim Walsh recommended to Business Administrator Fred Carr that the Township close the recycling center on weekends due to "budget constraints, workforce salary commitments and anticipated overtime expenses for keeping the center open on Saturdays," Koerella said.
