Rebuttal. Chief Mann is Wrong, Title is the all. Rest is Up to US. Issue of Title Change for Delaware Water Gap to National Park instead of "recreation area"It's already a National Park but of the lowest form.

“This is a human thing. And it just so happens to be that we're indigenous,” Mann said. “And our perspective, from being Native American, descended from the original people of this land, is that what (John Donahue’s) plan is, to turn this into a national park, is going to be one of the most destructive things to happen since colonization.”

Oranges and Apples The issue is re- designating the title from National Recreation Area, to a National Park. It already is a National Park, but subject to lower standards and recreational developments, for example Turtle beach, or expansion of Smithfield beach. Instead of monies being allotted for protection of Natural and Historical Resources they go for Recreational Developments, road upkeeps, and trash removal. The only reason this landscape of the old Frontier was titled; stuck with Recreation Area ,was the Terrible Tocks Dam proposal.

In a recreational area people are on their own, and impacts are judged by acceptable or tolerable impacts. Law enforcements are diminished by less ranger staffing, and diminished emphasis on natural and historical resources.

True all National Parks are allegedly under the auspices of the Organic Act, however the funding and status in resources are deemed by it's Title and integrity of resources, wildlife, biodiversity, historical and natural beauty remaining. Recreation Area implies recreational developments, and national park implies, more protections and appropriate required places for visitation, and increased law enforcements. Again a recreation area has lower expectations for the here mentioned entrusted nature and historical resources. Right now no ranger station exist on the NJ-side, and Rangers Staffing remains all too low.

Lenape Reserve would mean a form of prominent recognition for the former indigenous peoples, and their living relatives today inhabiting various other places, from Oklahoma, Wisconsin, and Ontario just a state a few. The Reserve could stand as a form of reparation in jobs in protecting and manning the landscape entrusted. A Native Core Invasive Plant Strike Force for example, or a native farming enterprise.

The arguments concerning traffic and hunting are the same ones used in the past. They stand as hypotheticals of a negative rather than a possible and very-well could be improvement in the lands management goals and objectives. Most traffic in the area is the result of sprawl living, working one place, living another, and life by auto in general, don't blame the National park for this.

Anything is possible if we create our National Park , not continue the recreation area. The funding would be forthcoming after the rediscgnation. The reason things were not recognized for funding in a historical sense was because of the title recreation area for recreational developments. (nothing left for other proposals)

Recreation Area itself is a loophole as it may be and has proved to be too many different things to too many different people, the continued title into the future may be a downfall for sure.

One constant grievance is, not enough emphasis on historical resources; one reason is the title NRA. So why would anyone be against a National Park proper?

Where does it state that the Federal Power aka National Park Service is to be responsible for providing "recreational developments" in any State of this Union? It's mission is of a higher calling. Without the Tocks Dam; the recreation area remains a blotch on this landscape entrusted to the Park Service. In fact it does not conform to State Park regulations as a concurring agency should; the best example alcohol, and Lake Managements.

Sad, what is seen here is no love of country, land and people, even a Native American against re- establishing a recognition and place in a former homeland. Disenthrallment of human beings from nature, which progressed with 'civilization" meant that humanity was a potent force, Chief Mann has joined that force against nature, and man/humans continues to be thy own worst enemy.

* More French and Indian War Forts are within the boundaries of the DEWA Delaware Water Gap Recreation Area that any other Federally owned lands..
