Municipal Recycle Sanitation Ordinances Weak. Enforcements Lacking; Why does Parsippany warrant only one officer? Gone with the Wind..your plastics and trash..

238-3 Under Litter Control
Persons placing litter in public litter receptacles or in authorized private litter receptacles shall do so in a manner which prevents the litter from being carried or deposited by the elements upon a public place or upon private property.

We see the words Blown by the Wind, substituted for "by the elements". We see an apathetic response by Municipal Authority and shall we say an antecedent behavior by residents and business owners toward said elements, as if everyday is bright sunny and calm, rather than an effort to address the obvious, that being wind scattered plastics that occurs on scheduled recycling days.

Plastic bottles especially are scattered by the element of wind, into our common spaces; most never to be retrieved or policed by the responsible source or the sanitation department. Recycling especially of plastics is responsible for much of the litter that abounds in our neighborhoods, in addition to the litter caused by uncaring irresponsible individuals. The efficient and primary cause of this plastic pollution predicament is corporate irresponsibility, for profit, rather than a mandated extended producer responsibility to combat and curtail the disease of plastic that is everywhere, and sadly excepted as a norm.

Offense or Crime?
Police contend that litter is an offense and not a crime, this shows a alienation and lack of exposure to the plastic pollution phenomena. This phenomena has long ago reached a level of a crime, and is the most ongoing offense against nature and community. There is a lack of political will to enforce sanitation and material source laws by all levels of government. We all pay for this corporate induced and let loose free market crime allowed undemocratically to degrade our environments.

We must ask why does Authority refuse to address lack of disciplines in sanitation practices? Why have a Sanitation officer at all if no enforcements are forth coming. Lids off cans, trash, recycle mixed or out early, Sanitation crews not reporting repeated offenders, Police routinely ignoring the obvious.

238 Litter Control
238-7 Enforcement:
This chapter shall be enforced by the Police Department.

Mayor Barberio says he wants more police officer 87 now to 113. Police or any other Municipal Department be it Health, Housing or Sanitation gives attention to the most ongoing crimes before us, crimes against earth, community and ecology. We need more sanitation officers if one is not enough and with the size of Parsippany itself one is surely not enough. Other towns do enforce Clean Community Laws, but Parsippany choses not to? Until People do practice disciplines this is where any additional police are required.

According to N.J.A.C. 7:26A-1.3, “source separation” or “ source separated” means, the process by which recyclable materials are separated at the point of generation by the generator thereof, from solid waste for the purposes of recycling.

The Source Separation Law (please see below) stipulates that mandated recyclables must be kept separate from trash at the point where they are generated, and must be recycled. That means that there should be a separate receptacle for recyclables (in addition to a receptacle for trash) in order to keep the recyclables separate from trash and to keep recyclables out of the landfill. In addition, each municipality has the ability to conduct inspections and fine those businesses (including stores at a mall) and residents who do not comply with the Source Separation Law!

Power of Words or Enforcements or Both?
At the very least "blown by the wind" needs to be added to the Sanitation Ordinances; and that, on said windy days if possible do not leave your recycles in a state that allows them to be easily blown apart and about; end life in a vacuum. Recycling appears to have been a joke to begin with, rather than government mandating producer responsibility as in Europe they allowed corporate interest to simply stamp products with symbols, hoping that market forces would somehow remedy the mess? Outcome citizens is more important than intention. the intention here was profit; profit only, at our expense.
