Parsippany Landscapes and Character still face Threats and Flaws

Why would local government boards reject, not use, a State Agencies available tools in landuse issues; Maps and Reports ?

Why Council Remains Wrong in Rejecting Accountability Ordinance Proposed by Mayor in February; and still existing flaws in the boards concerning landuse.

Mayor Soriano had recently attempted to pass a resolution concerning our Zoning Board Accountability known as the Development Accountability Ordinance in February. The Council rejected the ordinance, without allowing public input to be heard. The assumption by the opposing council members was that Parsippany Zoning Board of adjustment members were beyond any scrutiny or transparency, simply due to being members of the board, volunteering their time; they remain above any need for improvements or possible inappropriate decisions. A type of "political" mutual admiration society. A how dare the mayor doubt our qualifications or integrity in these matters. Rather than admitting the truth of what did occur in Parsippany in the recent past; a form of denial or fear of vicarious liability?

The legal principle of vicarious liability applies to hold one person liable for the actions of another when engaged in some form of joint or collective activity...

Lighting does strike more than twice and people should be concerned.

That allows applications like the proposed 7-Eleven, the St. Christopher’s site, and others to potentially be approved with no checks and balances, and no accountability to the concerned residents of Parsippany.

Convenient Amnesia or Uneasy with Transparency?

How quickly they forget the past history of the board, in its actions involving Waterview, Forge Pond, 700 Mountain Way for example. All major decisions that affected our Municipal Landscape Character and quality of life in their environmental impacts and in legal expenses paying for a Town Attorney not to properly represent the township, but being paid as if he was serving the town's interest. This is exactly what occurred during waterview, and Forge Pond..

Council approved all the above mentioned development proposals; knowing the behind the scenes circumstances; or better known as done deals.

These Flaws still exist in and at the Parsippany Planning and Zoning Adjustment Boards.

Flat Earth vs Planet Earth at Planning Board Refusal to allow or incorporate official NJ Highlands Council Interactive Maps in the planning process.

Best example to me; of a still ongoing situation, is not allowing Highlands Council interactive maps in their overlay improvements, establishing additional standards and criteria, to address special public interest; the fact that Parsippany in most if not all cases never goes beyond a developers plan overlay on a flat earth map; as mentioned before Parsippany lacks groundwater recharge areas, open waters; but claims to protect water resources. I remember RD at waterview not even having a contoured map of the landscape, although it was steep-sloped, and Par had a steep-slope protection ordinance.. The same situation occured at 700 Mountain Way.
It's all a developers fantasy, and whatever is economically advantages for them. No Real Earth.

Again; my attempts at invoking Highlands Council Maps at Planning Boards, were shut-down by the developer's attorney and sustained by the Township's. Find it strange that an official State Agencies Land-use tools, interactive maps, can be rejected; or at least admitted for review by the board.

Lack of Education or Recognition of real landuse science
My opinion most Parsippany officials on the Board have no sense of ecology, and cumulative impacts at all. A valid educational course in ecology; should be mandatory in how nature works in its ecological services inherit in various landscapes...Groundwater Recharge; Open waters;what good is a master plan that claims to protect water resources with these elements?
Real Need Does it Exist?
Whether an actual need exists for many projects is also a problem; again developers rule over the community, why have any municipal government at all in land use? Any observation or existing structure inventory our our township will shed light on actual need of addition development or loss of landscapes remaining. Public Officials must place their township, not their political parties or private interest above the community and the public trust.

Is Parsippany keeping up with the new advances made in landuse science, Forestry or any ecological endeavors?? Hopefully our upcoming Highlands Conformance will make sure we do; but why wait; what is stopping us from making improvements on our own?
