Parsippany remains an outlier in its state of over-development

What is to be done with the corporate real estate that dominates Parsippany's landscapes, we have painted ourselves into a financial corner

Parsippany has painted itself into a corner being overdeveloped with corporate properties, which will in the next phase be subjected to market forces in the affordable housing new economy mandates of local and regional requirements. This makes Parsippany even under Highlands Conformance an outlier because of the property laws, and having little sensitive landscapes left to avoid. Although there is no need for any new land taking for these housing responsibilities, developers may threaten such as Mosberg LLC s did during the recent Puddingstone Zoning Board Meetings.

Parsippany missed it's opportunity to save some of the remaining sensitive lands like waterview and Mountain Way for example. These lands because of their important environmental and ecological qualities would never have been taken for affordable housing under the COAH rules themselves, and could of been easily defended by the right political settings.

Unfortunately Parsippany chose not to be part of the Highlands Consistency in 2009-2014, when John Inglesino in the then Barberio administration took the town out completely in June 2014, after suspending the conformance process. All of the reasoning was proven to be false. (There is a Youtube video explaining Inglesino disinformation on ending Highlands Conformance and passing R2014-102 with no questions or opposition from Mayor or Council)

Why a PILOT for 1515 Rt 10? Why PILOTs for Warehouses?
Inglesino return under Barberio has again brought us fear of the housing responsibility, and PILOT deals for warehouses the hottest thing in the new economy. He had previously promoted and passed a PILOT deal for 1515 Route 10, a large mixed residential with minimum rather than maximum affordable units to help reduce the numbers, not a good PILOT deal. It was passed by council because fear of a lawsuit, and because the developer would modify the road for ingress and egress; how could the roadway not be modified to accompany the project?

What will the basis of contentions be for the lawsuit against affordable housing? Too little too late unless an argument can be made for what?
Now Parsippany is saying they wish to be part of a lawsuit to prevent the spread of high rise apartments of the corporate property owners in their housing proposals to replace the already developed properties. Too little too late, and what will the argument consist of if not the science of good landuse, destroying community character, increasing sprawl, not smart growth , water deficits ; not to mention lack of guaranteed funding for mitigating impacts, like infrastructure, water, or social services State or Federal sources. In short endless growth is unsustainable, and an economy can not exist in a vacuum outside the laws of nature.

Home-Rule in being a vital element,if we want it to be during need redevelopment of corporate real estate

Although Parsippany is now, thanks to Mayor Soriano in Highlands Conformance we remain 100% in the Planning Area due to our built out situation, and over development. When a property becomes in need for "redevelopment" or deemed blighted the developers are given a loophole in their rights of property to change the zoning. The key here is back to Home Rule in allowing not whether but where for example a warehouse or housing proposal may be allowed.
Lanidex 20-30 failed in this aspect, because although it was not within the warehouse guidelines for locations, Parsippany approved it anyway under its home rule decision, Highlands could only look at the plans advise, and Parsippany had to decide. Fear of the Housing dominated the decision, not the wishes of the immediate neighborhood, nor the fact of it's close proximity to a school, historic trust landscape or lake Parsippany.

At the Planning Board hearing and the final decision to approve the Lanidex 20-30 warehouse (which did not require a PILOT) Mr. Dinsmore, paraphrasing stated: "Parsippany used to have home-rule, we don't have that anymore, it's not allowed". He was wrong, as Parsippany had then and there the Home-Rule option, and it's master plan as a guide. Parsippany once again as during waterview betrayed it's entrusted community in approving this warehouse. In reality Lanidex 20-30 would of been more suitable to affordable housing.

Some basic definitions missing in most planning and zoning board decision. Property exist in law and not in nature, we are all connected, ecology and economy can not be separated.

Ecosystem: An open system that includes populations of species, nonliving biomass, and the physical environment all interacting together.

Emergent properties: Aspects of a complex system’s behavior that result from interactions within the system that couldn’t have been predicted by an examination of the system’s parts. Due to emergent properties, in a complex system the whole is greater than the sum of its parts.

Carrying capacity: the maximal population size that an ecosystem can support without being degraded.
