Parsippany says Water is not a Public Trust

Did the Ratable Chase ever consider environment?
Sustainable scale Ecological economics contend that for any given ecosystems setting, there is an optimum scale of the economy beyond which physical growth in the economy (throughput)(waste) starts costing more than it is worth in terms of human welfare.

Ratable chase not the solution, in the end, it's the problem.

Appears the use of our water/sewer surplus for tax short-falls despite all the corporate ratables that litter our-town, seems to somehow naturally lead us to further bonding for said failed infrastructure due to age, or entropy that would happen naturally. Wells dry up or become dormant due to Aquifer Hydrology, depletion, consumption, and contamination. So using especially this fund for tax patches is senseless and a violation of the public trust. Parsippany has the highest water deficit, due to depletion and consumption alone, add inevitable equipment failure, breaking pipes, and wells gone dry, due to Parsippany's past practices of not protecting it's Ground Water Recharge Areas, and water-mining; all treated water from Parsippany leaves the aquifer and is pumped down stream out into the Rockaway River/Passaic River Basin to be reused by others for a water source seems to be ignored or not a priority of the Parsippany Mindset.

Poor land-use and over-development degrades even further Parsippany's water dilemma. Councilman dePierro remark's over the years that Parsippany is a victim of State and Federal Government power over-it shows his failure to understand the situation of the water dilemma. His repeated contention is a falsehood in that he states repeatedly, that Parsippany was forced to incur costs on itself because they have to buy water from Jersey City and Morris Municipal ( he usually leaves MMU out of his rhetoric, and only mentions Jersey City). He obviously misleads ignoring the requirements of "Firm Capacity":

“Firm Capacity” means adequate pumping equipment and/or treatment capacity (excluding coagulation, flocculation, and sedimentation) to meet peak daily demand, as defined below, when the largest pumping station or treatment unit is out of service. Firm Capacity is based on the past extreme drought of 1965, its effect on recharge, and water quality fit for drinking with minimum costs for required treatment.

In the case of Par-Troy, it is a buried valley aquifer with heavy drawdown during summer months and limited rate of recharge to the aquifer. If you reference the deficit/surplus table you will notice that the system has contracts to purchase water from JCMUA & MCMUA. Without these contracts in place, Par-Troy would have a shortfall in available water. For specific questions on this information please contact the Bureau of Water Allocation.

It must also be understood that the main reason for these water diversions are corporate developments including properties for rents and fees; not the ordinary neighborhoods of the past. In other words the ratable chase! NJDEP only sees the water being consumed and ignores the recharge, and says ok you have enough. This also favors development and incurs costs to the home-owner for the outcome, needing more wells or diversions like JCMUA & MCMUA.

We now pay $270K to buy 124 million gallon minimum from the United Water Suez because we cannot meet our demands; if when the next drought occurs this $270K minimum would most likely increase. Suez Water has not a good reputation in that it depletes many local water sources needed in situ through privatization schemes. Suez is a subsidiary of course of larger giant corporations. The other fact is that our local aquifers are becoming depleted through use and lack of recharge and stormwater runoff, which affects the quality of water everywhere. Sustainability of the resource under present circumstances and awareness is dubious, and it is only a matter of time before the accumulative-impacts will cost us all more for less

Recently Parsippany has had it's Largest Well with all major (mayor) equipment failing, and other costly circumstances involved with ingress issues on private property to restore the source. In short, 11 of 19 wells were experiencing breakdowns, going dry, or having contamination; PERC tetrachloroethylene, from past corporate properties or tax ratables, Now the costs of this pollution is on us. These costs have never been made transparent to the taxpayers, or acknowledged as a major source of our financial situation. Former Member of council McCarthy address this but this reality is being ignored by the present council.

The recent additional tax increase is mostly for addition Police, of course we need police, but do they defend the quality of life or any of it's issues, can they prevent water from being contaminated; or stop developers from paving over our water recharge areas? No, Can they really prevent crime overall in a system that creates poverty in the richest nation ever?

In order to solve or change errors and to better life for all, one needs to know how a government actually works; even more important is the background we all are part of; we need to know how nature works in its power, and that nature is how we got here, without any human interference. Our society lack this knowledge, and we have allowed an economy and way of life that exists outside the laws of nature, Parsippany water situation is an example of this corporate dominance over the republic, finance not science but junk economics, that kill the host, inflicts not causes austerity on the people and trickle up our tax dollars to corporate power over the common good.

The final contradiction to ponder in our outdated constitution.
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America."

The preamble further states that “the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition.” (interpretation of preamble)

However:

With respect to human rights, the United States has no formally codified right to health, nor does it participate in a human rights treaty that specifies a right to health.

As citizens, we are denied even basic passive rights of said citizenship: 1. Health Care including Dental w/taxes paid already 2. Affordable Housing according to a set amount according to income 3. Meaningful work of actual need subsidized by government tax.Instead, we are subjected to private interest and making the advantaged class already beyond any economy even richer and more corrupted. The cult of the individual has subverted the collective sense of a Nation. We are light years from what the Founders Intended; or are We? It is the system itself that is the problem.
A huge part of the problem is the Jeffersonian notion that" the government that governs best is the one that governs least". While it is true as regards individual liberties, it is absolutely dangerous to think that way as regards economy.

Water is life, or is it just a commodity, not a public trust, to be sold in a plastic bottle or used in exploiting the people for tax revenue in Wall Street Bonding? Hands off our water/sewer surplus.
