Parsippany's Home-Rule is Developers Rule, Puddingstone Heights Situation

What good is our Master Plan when it is determined or ignored by Large Developers who threaten to sue, or simply ignore concepts of community or good land-use?

Question of How; if the proposed rezone variance is not to begin sessions until July 19, how is the present tree removal and other disturbances already in progress? An OPRA inquiry by the Puddingstone Community shows no permits for the tree removal exist, how can this be so, and why would Parsippany Parks and Forestry allow such a massive tree removal in the area?

The developers in this situation Mosberg has done pretty much what they have wanted to do in Parsippany with little opposition or real democratic processes in honest and open hearings. Mosberg LLC has been a campaign contributor to Republican Causes.

Can remember the Forge Pond, 700 Mountain Way quid pro quo, exchanging a promised wetland landscape for development of Mountain Way. The Zoning Board having to hold their noses, as Iracane stated and approve the plan, or deal worked out with former attorney Inglesino. Waterview Mall was alleged at the time, after a No Rezone Vote that was betrayed, to be an exception for a Steep Slope Protection Ordinance to be negated. It soon followed with Mountain Way. At Puddingstone Heights it has again been completely ignored, and began before any approvals in Parsippany's steepest contoured area.

Puddingstone has many components that are being ignored, they very character of the neighborhood and reasons of being part of the ridge community are being completely negated; for example
The Concept of Puddingstone
The original concept was to build a community that would take full advantage o the natural beauty of the heavily wooded mountain. The elevations are from 900 to over 1000 feet above sea level, one of the highest points in New Jersey. The woods abound with all the native hardwood trees, such as black birch, oak, white birch, maple, tulip, hickory, beech, and locust. etc. In the spring, the woods take on a color all their own when the dogwood and pinxter (wild azalea) add their touch, along with the various wild-flowers.

Questions and No Answers
How many of these tree have already been removed, what remaining natural flora have been destroyed, and soils disturbed? What can possibly justify this ecocide, destroying a remaining sensitive area of trees and flowers to be replaced by lawn culture?

Parsippany is now in Highlands Regional Conformance, however this developer owning 3-lots is only asking for a variance for 2 of them. Is this to escape Highlands Scrutiny in the best science of landuse, will the developer simply ask in addition for the 3rd lot next? Note; these Block Lots being demised are Groundwater Recharge Areas some of the best remaining. Parsippany has not done a good-job in protecting these areas in the past, and has been cited as such. (Waterview was such a place, as was 700 Mountain Way). Why has Parsippany not initiated it's ERI (Environmental Resource Inventory) of which grant money will reimburse the cost?. Corporate-Developers do not like such, is that the reason?

More Damage to the water Supply
Further injury to our aquifers prime groundwater recharge areas, will surely bring future costs to us all in costs for further diversions and wells gone dry. It is a fact Parsippany has the highest water deficit in the Highlands Region, due to over-development, depletion, consumption, and water mining. Parsippany Officials ignore these factors. These facts have been attempted to be brought forward; science be damned.

We have an exceedingly rich developer putting a hardship on the community, property rights above the rights of all? Why have a Master plan at all? Parsippany needs to restore the view and consciousness of public and state ownership of our remaining natural resources and special places that benefit us all, not continue this minority rule and property that becomes the opposite of community, and an enemy of nature.

Water is a public Trust, and trees have never been more important in the ecological services they provide to human and planetary health. Enough is Enough, how much can one-developer be allowed to change a town forever for their own benefit not ours. Is Parsippany has pride it must be in the landscapes and communities of special sensitive places within it's realm.

Are our Council Members and official climate change deniers, do they wish us to live in a vacuum outside the laws of nature? Will they continue to reject the best land use available for substandards that favor corporate developers profits at our future cost?

The land ethic simply enlarges the boundaries of the community to include soils, waters, plants, and animals, or collectively: the land. In short, a land ethic changes the role of Homo sapiens from conqueror of the land-community to plain member and citizen of it. It implies respect for his fellow-members, and also respect for the community as such.
